Budget Study Session
May 11, 2005

to focus upon administration of the department as a whole. This new staff person will
assume much of the “busy work” connected with this function and which is currently
done by Mr. Walker.

26.60 – Sanitation

Mr. Ollendorff reported no major changes with this division of Public Works.

Responding to Ms. Colquitt’s question regarding critter control and the County’s policy,
Mr. Ollendorff said that County policy changes from time to time and they used to
respond to our calls, but I am told they do not respond very well. I need to get in touch.
Mr. Dockett’s neighborhood could not get much attention at all from the County.

Ms. Colquitt asked “about their policy on animals. One resident called, whose animal
had passed, and their comment to her was ‘just put the dog in the trash’.” Mr. Ollendorff
wanted to know who had said that and if it was University City staff, and Ms. Colquitt
said it was the County.” Mayor Adams said it was not their highest priority and he did
not know what percentage they had cut back.

Ms. Welsch said she though Evelyn and Lynnette were doing an excellent job with
recycling, but asked if there was any money or any way to upgrade the appearance of
and the ease of using the recycling drop off area. The initial part of it was an Arts and
Letters Commission project years ago. Kirkwood’s is not fancy, but is clean, well-lit, and
easy to use. She wanted to go on record saying the amount of recycling done by the
City is excellent but the place people go to recycle is not very welcoming.

Ms. Brungardt said that with a major policy change of going from “one and two” to “one
through seven”, in her home the amount of recycling she sets out in front is
“monumental”. She feels that she “has her ear to the wire” but did not know anything
about when the “one through seven” policy was implemented. She does not think that
her neighbors knew anything about it and feels that more public relations works is
needed. She shared some thoughts about recycling efforts on her street and about the
recycling center and its spill-over problems. She made the point that she is not sure
how “true these projections are because she is not sure how effective communications
to the general public were about what can be done.” She commented about how well
the system would work if everybody knew as much about potential recycling. She said
there could be an entirely different set of numbers if the public were informed differently.

Ms. Brot asked the City Manager about a smaller refuse container left for her use and if
these were being distributed all over the City and if it was done to encourage recycling?
There was some discussion about the colors of these containers and what the colors
signified, and then Mr. Ollendorff said there is a regular replacement program and he
would find out about the scheduling of replacements. Ms. Brot said there could have
been a note attached to the container to explain its presence.
Page 7
