June 22, 1998 <br />Council/Plan Commission <br /> <br />if we wanted all residential areas to become condos, duplexes, high-rises. How much <br />of a residential area is necessary to the health of the City or is any necessary. The <br />Mayor said that another way of putting it is if we do not allow economic development <br />will the residential community that now exists still be around in the future. Can the <br />community be economically viable without redevelopment. Mr. Price said that our tax <br />base depends on single family property and the City could not remain viable without <br />economic development. By staying status quo, people will leave, because they will not <br />be able to afford to keep paying higher taxes. Mayor Adams said that we should look to <br />rezoning the northern border as industrial to use as a buffer zone. Mr. Schoomer said <br />that if we did it that way we would be penalizing the poor. Mr. Lieberman said that we <br />did not want to erode the tax base. Mr. Wagner said that the Plan is due for a thorough <br />revision, not just a tinkering. We are way over the guidelines set to redo the Plan. <br />These are not minor modifications. Mr. Walker pointed out page after page of census <br />information that was outdated. The Mayor said this information definitely needed <br />revising. Mr. Ollendorff said that he meant throwing out old policies and replacing them <br />with new ones, in which case, we do not have to do with the current Plan. <br /> <br />Timetable: <br />Mr. Walker said that completing the Comprehensive Plan update by April 1999 is a very <br />tight time frame, given the resources that he has available. He believes it can be met, <br />however. The expectation is that they proceed now, based on the discussion tonight. It <br />will probably be September until results are actually seen. Mr. Ollendorff said that <br />information gathering would happen the next two months and public consultation would <br />occur in the fall. <br /> <br />Miscellaneous: <br />Mr. Price made some points about teenager sports activities and the lack of space to <br />practice them. Mayor Adams said that several years ago, several programs were <br />developed that targeted teenagers, but had eventually eroded away. <br /> <br />Adjournment: <br />Mayor Adams adjourned the meeting at 9:10 p.m. <br /> <br />Leisha K.
