<br />Regular meeting <br />May 23, 2005 <br /> <br />a larger and better quality structure with low installation cost. <br /> <br />In response to Ms. Welsch's question regarding the construction type of this building, <br />Mr. Ollendorff said that most of these types of buildings are prefabricated; however, the <br />one being recommended this evening is concrete. <br /> <br />Mr. Wagner moved approval and Ms. Colquitt seconded the motion, which passed <br />unanimously. <br /> <br />CITIZENS' COMMENTS ON NON-AGENDA ITEMS <br /> <br />Elsie Glickert, 6712 Etzel, said that she was happy that the management of the pool is <br />being returned to the City, but doesn't understand why we are staying with Starguard <br />lifeguard training. She inquired if this meant that our lifeguards would not be reimbursed <br />for training costs this year. When the guards were Red Cross certified, they were <br />reimbursed their training costs. Ms. Welsch said this issue was brought up during a <br />budget study meeting and Mr. Ollendorff said that he would be researching the matter <br />and reporting results back to them. She explained that he had initially thought that they <br />would be reimbursed for initial certification. Mr. Ollendorff said that he hadn't received <br />information as yet on this matter. She doesn't understand why we are working with a <br />for-profit company, when we have Red Cross trained individuals on staff. Mr. Ollendorff <br />clarified that at last week's budget study session, Councilmembers had asked him to <br />look into two questions: what our policy would be regarding repayment of swimsuits and <br />on requiring payment for training. He explained that he would get these policy <br />questions researched and answered within the budget planning process. Ms. Glickert <br />noticed on employment advertisements that a statement was missing which was on last <br />year's advertisements that University City applicants would be given priority and she <br />wondered if this was still true. Mr. Ollendorff replied than in any hiring, our policy is to <br />give University City residents preference. She reiterated that we should always have a <br />Red Cross certified staffmember, because all higher institutions utilize Red Cross <br />training. <br /> <br />RESOLUTIONS: <br /> <br />Mr. Sharpe moved the approval of a Resolution authorizing the offering for sale of <br />General Obligation Bonds, Series 2005, and Mr. Wagner seconded. The Resolution <br />passed unanimously. <br /> <br />BILLS FOR SECOND AND THIRD READING: <br /> <br />1.
