<br />Session 1974 <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> June 7, 2005 <br /> <br />At a special session of the City Council of University City held in the fifth floor Council <br />Chambers located at 6801 Delmar Boulevard on Tuesday, June 7, 2005, Mayor Joseph <br />Adams called the meeting to order at 6:00 P.M. In addition to Mayor Adams, the <br />following members of Council were present: <br /> <br /> Ms. Sandi Colquitt <br /> Ms. Francine Brungardt <br /> Mr. Robert Wagner <br />Ms. Stefany Brot <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Comprehensive Plan Update Review Text Changes: <br /> <br />Mr. Wagner wanted an additional sentence to be read on page 20, under Policies, first <br />check box, which states: New residential infill construction should be harmonious with <br />the existing neighborhood. <br /> <br />Also on page 21, under R-5, create a second triangle which would read: Create a <br />Residential Infill Review Board (IRB). <br /> <br />On page 32, which is a continuation of H-1 from the previous page, create a third <br />triangle, which would read: Create a residential infill review board (IRB) that allows <br />citizens to work closely with city staff and Plan Commission to harmonize new <br />residential infill construction with the existing neighborhood. <br /> <br />Ms. Welsch asked Mr. Wagner if he chose not to mention work with the developers, <br />because she had thought in the IRB outline we had talked about getting the citizens <br />talking to the developers. Mr. Wagner said that was a good point, but what he is trying <br />to do here is to get a foothold so we can do the more detailed work of authoring an <br />ordinance. Those details will be in the ordinance. We want to make sure that we <br />assure the Plan Commission that we are not planning on taking their role away with this <br />new board. It is still ahead of us and we will need to all agree on it. <br /> <br />Ms. Brot said that she and Mr. Wagner had met with Frank regarding these ideas and <br />what should be put into the Comprehensive Plan in order to develop an ordinance. Mr. <br />Wagner said that Mr. Ollendorff was on board and he also had some good suggestions <br />for the ordinance. He thanked Ms. Welsch for allowing him to get these amendments <br />on record during her meeting on the ABEP report. <br />
