Special Meeting <br />June 7, 2005 <br /> <br /> <br />that is when all the arguments are going to start. Ms. Welsch said that many of these <br />recommendations are already in the Plan; all she wants to do is to get a consensus <br />from the Council on the recommendations that she doesn’t see in the Plan. Mr. <br />Ollendorff continued with number three and suggested that there should be economic <br />development forums; four - provide ways to provide technical assistance; five – continue <br />the policy for local procurement policy, which we already have in there; six – is already <br />in the plan. Ms. Brot said that we are only trying to pick out the ones that aren’t in there. <br />Ms. Welsch would really like to have a sense of the Council. Ms. Brot thought that the <br />purpose of Council was to take the ABEP report and try to find what the Council thought <br />what might have been left out and to suggest adding it – not telling the city manager, <br />staff or the commission how to do things, but only to say that these concepts were <br />developed by ABEP and the Council would like to see it inserted. Mr. Ollendorff said <br />that all he was saying was that the Council can probably agree, in general, that you <br />would like to see some attention paid to one, two, three, and four. Ms. Welsch repeated <br />that this is exactly what she is attempting to accomplish. Ms. Brot said again that they <br />only need to spend time on the items that were not in the Plan. Mr. Ollendorff is just <br />trying to help Council through the first group. <br /> <br />Ms. Welsch understands what Mr. Ollendorff is trying to do; she just wants to make sure <br />that a majority of the Council supports the concepts before they are suggested to be <br />added to the Plan. She doesn’t want to assume that the entire Council supports <br />everything in the ABEP report. She is very pleased to have everything in the ABEP <br />section A in some way conveyed in the Plan. Mr. Wagner asked where <br />recommendation number two was in the Plan. Ms. Brot suggested pages 42 through <br />43. <br /> <br />Section A of the ABEP Report: <br /> <br />Ms. Welsch says that the only items under Section A that aren’t in the Plan are one and <br />four. She is asking for a verbal consensus to add some gist of these two <br />recommendations in the Plan. Ms. Brot was ok with it. The Mayor was alright with <br />adding four, but was not alright with number one. Ms. Brungardt was alright with both, <br />and was strongly supportive of number one, so much so that she would be interested in <br />developing a profile for the position. Mr. Wagner agrees with Mr. Ollendorff to look at <br />these recommendations very broadly at this point and leave the details to future <br />discussions, but otherwise, he was alright with them. Ms. Welsch reported that there <br />seemed to be agreement on one and two. Ms. Welsch continued that number four dealt <br />with technical assistance for businesses and business associations – which is being <br />done currently with LSBD and the OBA. Ms. Welsch reported that there was a <br />consensus on this item and that Council could move on to section B of the ABEP report. <br />Page 9 <br /> <br />
