RESOLUTION The matter of establishing a neighborhood improvement district in University Heights Subdivision Number One was considered. After a review and general discussion of the matter, Councilmember Paul Schoomer offered the following resolution and moved its adoption. BE IT RESOLVED: That the Council of the City of University City, Missouri finds as follows: 1. University Heights Subdivision Number One is a subdivision in the City of University City, Missouri. On December 16, 1997 a proper petition for the creation of a neighborhood improvement district within the subdivision was filed with the City Clerk. The petition was signed by the owners of record of at least two-thirds by area of all real property located within the proposed neighborhood improvement district. 4. The project name for the proposed improvement is the "University Heights Subdivision Number One Improvement Project." o The proposed improvement is the partial removal and replacement of concrete gutters and curbs, and the renovation and re-paving of subdivision streets. o The estimated cost of proposed improvement is five hundred thousand dollars ($500,000.00). The general boundaries of the proposed neighborhood improvement district to be assessed are as shown on the attached plat marked Exhibit "A" and by reference made a part hereof, and more fully described as follows: All of Lot 10 and the western 12.28 acres of Lot 9 of the subdivision of Eliza Clemens Estate, in United States Survey Number 378; also all of Lot 16 of Clemens extension of Olive Street Addition in said United States Survey Number 378; containing in all 84.81 acres, more or less; recorded in Plat Book 6, Pages 14 and 15 in the office of the Recorder of Deeds of St. Louis County, Missouri. o The proposed method of assessment of real property within the proposed neighborhood improvement district is for the improvement cost to be assessed in
