To: Honorable Mayor Adams and City Council
From: Julie Feier, City Manager
Date: April 20, 2009
Subject: City Manager’s Report

1. Request for Bid Approval for Curb and Sidewalk Repair
: Sidewalks
receive a rating based on the standards attached to your April 10 weekly.
Sidewalks needing repair for trip hazards or serious deterioration receive
temporary asphalt or minor concrete repairs with in-house staff. Major asphalt
and concrete repairs are performed each year by contract. Some minor and
major curb and sidewalk repairs are required each year to keep the infrastructure
in fair condition. Staff is requesting approval of St. Louis Concrete’s bid of
$101,586.20 as the lowest qualified bidder.
Request for approval of the JAG Grant for Police Equipment
2.: Monies
provided by the Recovery Act: Edward Bryne Memorial Justice Assistance Grant
now will offset the monies expended by the city at a later date. Economic
constraints have required the police department to cut commissioned personnel
from eighty-two to seventy-five. The nine percent decrease has coincided with a
nineteen percent increase in crime over the past five years. Although future
