MINUTES OF UNIVERSITY CITY COUNCIL STUDY SESSION April 6, 2009 The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, April 6, 2009, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the following members of the Council were present: Mr. Michael Glickert Mr. Arthur Sharpe, Jr. Mr. Terry Crow Mr. Robert Wagner Ms. Lynn Ricci Mr. Byron Price Also present were the City Manager Julie Feier, Deputy City Manger Janet Watson and City Attorney John Mulligan. The study session was to review the Economic Development Initiatives. The Council first covered any questions on the agenda for the upcoming meeting. Ms. Ricci asked for the past history of the yearly contract of sidewalk and curb replacement. It was decided to pull this item from the consent agenda until the next Council meeting so more information could be supplied from past history. City Manager Julie Feier reviewed with the City Council the recommendation of the Economic Development Retail Sales Tax Board as follows:  Land acquisitions on Olive Blvd $117,000  Olive Landscape Improvements (matching funds $140,000  Parking Lot signs, banners, and electrical outlets in the Loop $113,000  Community Development Annual Operations $ 40,000  Parking Lot Improvements (Next to Tivoli over 3 years) $ 60,000  Funds to implement Olive Marketing Strategy $100,000 $570,000 The City Manager stated that Council could vote to use up to twenty-five percent of the Economic Development Sales Tax collected could be use in the annual operation costs. Ms. Feier suggested using the amount of $100,000 instead of the Board’s recommendation of $40,000. Ms. Ricci stated she felt that increasing it to $100,000 was not in the spirit of the ordinance. She felt there were other City expenses that needed to be addressed first. Ms. Ricci passed out a sheet with a list of City expenses that she felt needed to be addressed.
