<br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />April 27, 2009 <br /> <br /> <br />The Council Special/Study Session, held on the Fifth Floor of the City Hall, on Monday, <br />April 27, 2009, was called to order by Mayor Adams at 6:30 p.m. In addition to Mayor <br />Adams, the following members of the Council were present: <br /> <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Terry Crow <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> <br />Also present were the City Manager Julie Feier, Deputy City Manger Janet Watson and <br />City Attorney John Mulligan. <br /> <br />The study session was for City Manager Julie Feier to present to Council a health <br />insurance package to the City by the existing carrier and a package through a consortium <br />under SLAIT with a different carrier. Previous to this study session the Finance Director <br />Ms. Watson gave a PowerPoint presentation of the Fiscal Year 2010 Budget. This <br />presentation allowed citizens a period for questions and answers. <br /> <br />The Public Hearing on the Fiscal Year 2010 Budget will be June 1, 2009. <br /> <br />The PowerPoint presentation began with a pie chart as to where projected revenue comes <br />from. Next covered the break-down of the sales tax rate of 7.825 percent charged in <br />University City. Ms. Watson went over where U.City’s property tax paid actually is <br />distributed. She explained that the City only receives 10 percent of what is paid in property <br />tax, the University City School District receives 58 percent with the remaining percentages <br />going to St. Louis County, Community College, Special School District, Metro Zoo and the <br />Library. Of the 10 percent the City receives, it is divided into General Operations, Police & <br />Fire Retirement Plan and Debt Service. Next viewed was the history of the Pooled Sales <br />Tax, the revenue and expenditures of the General Fund, and the history of the Fund <br />Balance. <br /> <br />Some of the questions received: <br /> <br /> Is the sales tax going down along with the population decreasing? <br /> <br /> Will staffing need to be same with the decrease in population? <br />Doesn’t necessarily change the service requirement. <br /> <br /> How do we make sure our citizens actively participate in the census? <br />Getting the message out. <br /> <br /> Does the City have statics of income level of residents from the 1950’s versus now? <br /> <br /> <br /> <br /> <br />
