<br /> <br /> <br /> <br /> <br /> Can the City market their services to surrounding communities? <br /> <br /> Will property taxes be lowered? <br /> University City had less increase in real estate values than most surrounding areas. <br /> The total dollar amount distributed from real estate tax changes very little with <br /> assessments as it is then adjusted by percentages to retain original dollar amount. <br /> <br /> If work force decreased why has the line item for salaries increased each year? <br /> Instead of looking at the line item Total Cost of Personnel Services, a more <br /> accurate line to look at would be Full Time Salaries. Workmen’s compensation <br /> goes up every year as does other items in the Cost of Personnel Services. The <br /> majority of employees are not receiving step increases. <br /> <br /> Unemployment cost, why was it not attributed to specific departments? <br />In the years of the layoffs it was determined that it would be such a large number <br />and would be better to be budgeted centrally in Human Resources. The layoffs <br />occurred at the end of a fiscal year and the full effect was not realized until several <br />years later. <br /> <br />City Manger Julie Feier speaking: <br /> <br /> Wilson Properties buy-out is close to being the same amount as what the FY 10 <br />budget deficit projects. The buyout was not part of the FY 10 budget. The City does <br />not anticipated having a deficit year after year. It would be impossible to do the <br />Wilson property buy-outs and fund the deficit budget out of the City’s reserves. The <br />City and Council are working on putting together the best package for the Wilson <br />property owners and the City. In consideration will be how does the City best serve <br />most people. <br /> <br /> What is TIF. It is tax money that is generated within the project area as sales tax <br />and property tax. The City now looks at making vacant property, vital property. <br /> <br /> Why allow commuting with city vehicles? There have been great strides made in <br />fleet management to reduce City’s costs. <br /> <br /> Why is there a lack of requirement to live in the City? The City is looking to retain <br />the best personnel and note that most cities have gone away from this requirement. <br /> <br /> In order to look at reducing health care cost, eighteen cities will combine for health <br />insurance. This consortium will produces more leverage when seeking insurance. <br />Presently the City is picking up 75% of an individual’s policy cost and 85% of a <br />family’s policy cost. <br /> <br /> Since the City looses money in occupancy inspections, the City Manager proposed <br />that the City would physically come out for inspection each third year on rental <br />property. It would still require a person to get an occupancy permit. Presently the <br />City is loosing one million dollars a year on inspections. Building permits pay for <br />themselves. There are three types of inspections: code enforcement, occupancy <br />inspections and building inspections.
