<br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />April 20, 2009 <br /> <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, April 20, <br />2009, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Terry Crow <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> <br />Also present were the City Manager Julie Feier, Deputy City Manger Janet Watson and <br />City Attorney John Mulligan. <br /> <br />The study session was to inform Council of the revenue projections for Fiscal Year 2010. <br />Revenue projections were changed from original projection due to: <br /> <br /> <br /> Fall in natural gas rates by 25% $410,000 reduction <br /> <br /> Increase in electricity rates by 8% <br /> <br /> Reduction of sales tax by another $80,000 <br /> <br /> Reduction in membership & program revenue <br />at Centennial Commons by $50,000 <br /> <br /> Increase pension contribution by $15,000 $495,000 <br /> <br /> Increase election cost by $40,000 <br /> <br /> Error in fire personnel budget, $310,000 <br /> <br />Changes also made to the original projection sheet: <br /> <br /> Grant revenues and expenditures were moved to a separate fund <br /> <br /> Capital improvement was moved to a separate program in each department <br /> <br />Health Insurance has had low to zero percent increase for the last couple of years. For <br />Fiscal Year 2010, it will increase by 15% even with changes to co-pay, emergency room <br />use and adding a deductible. The employees’ monthly portion of payment would also <br />increase by 15%. Negotiation to form an insurance pool in SLAIT is being discussed. <br /> <br />Electricity has also been increased for the next fiscal year by $55,000, of which $45,000 is <br />attributed to street lighting. <br /> <br />The FY 10 budget still includes the purchase of a new fire truck pumper for $500,000. <br /> <br /> <br /> <br /> <br />
