Unfortunately, because Ameren is in the <br />power generation business they are unlikely to be receptive to changes that decrease <br />the need for energy. State legislation and proposals to the Public Service Commission <br />would be required. <br />The City's energy efficiency and conservation strategy for purposes of this grant is to <br />address the electricity usage by Ameren (utility)-owned street lighting. Ameren charges <br />us $53,608 per month. For immediate energy and cash savings, the City will use its <br />EECBG funds to reduce utility owned street lighting by 20% in 18 months. This <br />reduction in energy usage will save the city 38,135 kwh per month. This will save on an <br />ongoing basis $100,000 every year and even more importantly, keep approximately 343 <br />tons of CO2 (carbon) into the atmosphere. This month’s issue of Atlantic Monthly <br />(attached) speaks clearly to the importance of carbon emission reduction. The grant will <br />include GIS/GPS handheld data units, two interns to do research and analysis, data <br />collection and entry, public outreach and the physical removal of non-essential light <br />poles. The cost is estimated at $140,422. The remaining funds (approximately $9000) <br />would be leveraged with other municipalities, non-profits and experts to reduce energy <br />use of the remaining streetlights by 5% per year through influencing institutional change <br />by Ameren in converting streetlights to more energy efficient fixtures and bulbs within 10 <br />years. Ms. Eastman is working with Missouri Votes Conservation and several <br />municipalities to assess and develop a strategy before going to Ameren UE. This issue <br />will also likely be a topic of discussion during your study session on July 20 with the <br />Green Practices Committee.
