<br />it in writing but Ms. Ricci declined. As far as the Agendas to be attached to the <br />Weekly, she stated that she is not able to do that with the Weekly. Ms. Feier stated <br />she and Ms. Pumm did move forward and put something in the Weekly two weeks <br />ago, offering to set up an agenda function and that Ms. Pumm could distribute. She <br />further stated that the Director of Human Resources has forwarded stuff to the Civil <br />Service Board and they will be coming back in September, so she is not clear on <br />what Ms. Ricci is looking for there. Ms. Feier said the only outstand request is to <br />send the digital monthly financial reports and see to it that the judicial summary <br />report Mr. Glickert is looking for is sent monthly. <br /> <br />Ms. Ricci stated that she has not had any kind of a formal meeting with Mr. Mulligan. <br />She had rather a few words at the end of last meeting about when the issue was <br />going to finally be addressed. She stated she wants a definitive answer of the ability <br />of a Board member to speak with the City Attorney. Ms. Ricci said that as far as the <br />Civil Service report, there has never been a report since she has been on the <br />Council. Ms. Ricci stated they have not talked about setting up a time or process, so <br />she would like to resolve that also. She said email on the financials would be fine. <br />She responded, as far as the “award winning,” thanking Ms. Watson for the great <br />improvement in the budget book, but the really ratings are outstanding, acceptable <br />and unacceptable and we got acceptable. We did not get outstanding. She stated <br />at a minimum, we should achieve acceptable rating. Ms. Ricci said the all of the <br />blank pages are not needed. Ms. Ricci is hopeful that the new computer program <br />will do the reports wonders, July 1, when it is to come on line. <br /> <br />Mr. Mulligan stated the issue as he understands it, is whether Board members are <br />entitled to seek the legal advice of the City Attorney. He felt clearly they are but is <br />subject to the policies and procedures established by the City Manager in that <br />regard. The City Manager has the authority over all City staff including the City <br />Attorney. Ms. Ricci asked if he were saying that if someone’s inability to speak with <br />him would be the City Manager’s fault. Mr. Mulligan stated that the City Manager <br />may establish policies and procedures for seeking legal opinion from the City <br />Attorney. Ms. Ricci asked Mr. Mulligan what he has been directed as far as <br />speaking to Boards or Commission members. She asked him if the City Manager <br />has communicated to him that he has the ability to speak to Board members. Mr. <br />Mulligan stated that there is some general authority to do so but stays in touch with <br />the City Manger, depending on the particular legal advice that is being sought. He <br />stated the nature of the project and the amount of work that is involved because <br />there is a limited budget for services and competing demand for services. Ms. Ricci <br />stated a Civil Service Board member wanted to speak with him and asked <br />specifically if he had the ability to speak with a Civil Service Board member. Mr. <br />Mulligan stated that if he had a discussion with a Board member he would view the <br />Board member as a client and would expect that communication would be <br />confidential and would not expect a Board member to publically disagree with the <br />attorney as a matter of record. Mr. Mulligan stated he has had a discussion with the <br />Board member. Mayor pro tem interrupted and said the conversation could be <br />carried on at another time. <br /> <br />Mr. Wagner thanked Ms. Watson for her dedication and hard work. He has not <br />known a finance director with as much talent and dedication as she has and he <br />appreciated her had work. He said that any information he has asked for or any <br />meeting he requested, she has complied. <br /> <br />
