<br />stated he has notes from twenty-one speakers tonight and they all will be <br />reviewed and he thanked everyone for coming. <br /> <br />Mr. Price agreed with Mr. Wagner, that it is all intertwined together and this is the <br />first step in trying to come to a resolution with the Channel so we can bring <br />Wilson to closure move forward by passing the total package. He stated that <br />hopefully next we will be able to help the other distressed areas. Mr. Price <br />mentioned the budget book that people were showing stating that with Mr. <br />Ollendorff was with the City, the budget book was half this size, but people <br />wanted more detail, so City staff gave what was asked and that is why it is as <br />thick and detailed as it is. Mr. Price stated he knew how to read a budget and is <br />clear and knows what is in it and hopes to move forward. <br /> <br />The vote on the motion to remove the Wilson buy-out from the budget proposal <br />so they could be voted on separately was defeated with four Nays and the two <br />Ayes from Ms. Ricci and Mr. Glickert. <br /> <br />Ms. Ricci second motion was to postpone the vote on the budget till June 15, <br />2009, the date the vote was originally scheduled. She felt it would be respectful <br />to show all the citizens that showed up tonight with opinions and ideas that we <br />are listening, if we were to continue the vote so we can understand and <br />incorporated their suggestions and their input into the budget. Otherwise the <br />exercise of a Public Hearing is meaningless. Mr. Glickert seconded the motion. <br />The motion failed with four Nays and two Ayes coming from Ms. Ricci and Mr. <br />Glickert. <br /> <br />3. <br />Review proposed study session topics and dates. <br /> <br /> <br />Mr. Crow moved to amend the agenda and move the Resolutions on the budget up <br />for a vote at this time, seconded by Mr. Wagner and was approved with one Nay <br />from Ms. Ricci. The motion was passed. <br /> <br />Ms. Ricci stated that since the Council chose to vote on this budget today and since <br />she believes that the Economic Development Tax as part of this budget is <br />inappropriate, she moves this Council get the Attorney General’s opinion on the <br />validity and appropriateness of the City taking $100,000 out of the Economic <br />Development Tax Revenue from the special tax fund to pay General Administrative <br />expenses of the City Manager that are not tied to development. Mr. Glickert <br />seconded the motion. The motion was defeated with four Nays and two Ayes from <br />Ms. Ricci and Mr. Glickert. <br /> <br />Resolution 2009 – 08, Adoption of FY10 Budget was read by the City Clerk. Mr. <br />Price moved Resolution 1009 – 08, Adoption of FY10 Budget be approved as read <br />and was seconded by Mr. Wagner. <br /> <br />Ms. Ricci stated this 41 million dollar budget and overall deficit of $900,000 and a <br />General Fund deficit of 1.3 million dollars. <br />It includes: <br /> <br /> $100,000 from the Economic Development Tax Special Trust Fund. <br /> <br /> another paid holiday at the cost to the City of $57,000. <br /> <br />
