<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />June 1, 2009 <br /> <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, June 1, <br />2009, was called to order by Mayor pro tem Arthur Sharpe, Jr. at 5:30 p.m. In addition to <br />Mayor pro tem, the following members of the Council were present: <br /> <br /> Mr. Michael Glickert <br /> Mr. Terry Crow <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br />Mayor Joseph Adams was excused. <br />Also present were the City Manager Julie Feier, Deputy City Manger Janet Watson, and <br />City Attorney John Mulligan. <br /> <br />The study session was to review FY 10 Capital Improvements and the Five Year Outlook. <br /> <br />The five year capital improvement program involved three steps. <br />1. Submittal of capital Projects estimates by directors <br />2. Finance Director evaluates and prioritizes <br />3. City Manager review and revises <br /> <br />Capital improvement program which must consist of construction, installations or <br />acquisitions having a long life expectancy, a fixed nature, and a unit value of $25,000 or <br />more. Ms. Watson went through each department and briefly stated the identifiable <br />projects, year of completion and their value. The five-year Capital Improvement Projects <br />were: <br /> Total Remaining FY10 - 13 <br /> <br /> Financial Management System $ 80,000 <br /> <br /> Network Access Control 50,000 <br /> <br /> Police Card Swipe ID System 25,000 <br /> <br /> Life Support Vehicles 295,000 <br /> <br /> Pumper Trucks 1,095,000 <br /> <br /> Rescue Tool for Fire 50,000 <br /> <br /> Cardiac Monitor for Fire 50,000 <br /> <br /> Delmar Parking Lots Paving 40,000 <br /> <br /> Sign Making Equipment 30,000 <br /> <br /> Public Works Facility & Transfer Station 4,275,000 <br /> <br /> Asphalt Street Overlays 300,000 <br /> <br /> Sidewalk Repair & Maintenance 300,000 <br /> <br /> Concrete Curbs 400,000 <br /> <br /> Annual Street Microsurfacing 1,020,000 <br /> <br /> Street Microsurfacing Grant Grant 184,000 <br /> City Match 46,000 <br /> <br /> Asphalt Crack Sealing Equipment 50,000 <br /> <br /> Ferguson Bridge Replacement Grant 65,000 <br /> <br /> <br />
