NEW BUSINESS <br />BILLS <br /> <br />RESOLUTIONS <br />1. <br />2009 – 6 Budget Transfers #2, FY 2009 <br /> <br />Mr. Price moved for approval, seconded by Mr. Sharpe and was approved by <br />the majority with one Nay from Ms. Ricci. <br /> <br />L. CITIZEN COMMENTS <br />Kelly O’Daniels, 1118 Wilson <br />Ms. O’Daniels heard that the City Manager had instructed the City Council to <br />indefinitely delay the buy-out of the homes on Wilson Ave. She requested the City <br />Council not delay the buy-out and secondly to submit the grants to request the <br />monies immediately. Ms. O’Daniels asked the Council to vote on the buy-out so that <br />it is made public and the citizens are made aware. She asked that the families <br />involved in all phases of the flood are made aware of what is taking place. Ms. <br />O’Daniels stated that twenty-five of the twenty-six families on Wilson are ready for <br />the buy-out and those present stood up when asked. She also wanted to know how <br />the one million dollar buy-out was estimated when no one had taken an appraisal of <br />their properties. <br /> <br />Nova Felton, 8031 Noel Ct. <br />Ms. Felton stated that the Assistant Fire Chief commutes to Jefferson County with a <br />City vehicle and the Fire Chief commutes to St. Charles with a City vehicle. Neither <br />could respond within ten minutes to respond to an emergency in University City from <br />their home. Internal Revenue Service 15B states that personal use of these vehicles <br />outside of fire fighter’s obligation to respond to an emergency must be prohibited by <br />the governmental unit. Elimination of the use of these two vehicles would free up <br />$22,000 now used for gasoline, insurance, maintenance and repair. <br /> <br />Jan Adams, 7150 Cambridge Ave <br />Ms. Adams passed out questions she had for the Council concerning the Civil <br />Service Board, of which she is a member. She would like answers to these <br />questions before the next budget meeting and the next Civil Service Board meeting. <br />Ms. Adams read the following into record: <br /> <br /> “The Civil Service Board has not been active for a number of years <br /> <br /> I was appointed in the fall and at the first meeting received proposed rule <br />changes <br /> <br /> A special attorney was retained to attend and explain the proposed changes, <br />but he was not able to answer all questions. My request to meet with the <br />attorney was denied. <br /> <br /> <br />
