<br /> <br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />May 18, 2009 <br /> <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, May 18, <br />2009, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Terry Crow <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> <br />Also present were the City Manager Julie Feier, Deputy City Manger Janet Watson, <br />Director of Human Resources Yolanda Williams and City Attorney John Mulligan. <br /> <br />The study session was to review and discuss proposed administrative regulation changes <br />for new hires and existing employees as of July 1, 2009. <br /> <br />An update of regulation changes were: <br /> <br /> Education pay and achievement tuition incentives <br /> <br /> Longevity pay <br /> <br /> Vacation leave <br /> <br /> Hours of work and overtime policy <br /> <br /> Adding a holiday <br /> <br /> Non-uniform pension <br /> <br />City Manager Ms. Feier gave a comparison of the State of Missouri employee’s benefits <br />received, as comparison to what the City provides. Previously the City Manager had <br />provided the comparison with other surrounding municipalities. She stated that the State <br />has better benefits. The State has the choice of two health insurance plans. The plan <br />similar to the City’s, the individual pays $31 per month if they submitted to a personal <br />health assessment or $46 if they did not. The State pays $541 for individual plans with no <br />deductible and co-pays are: $25 office visit, $75 emergency room visit and $300 if <br />admitted to hospital. The State also pays a portion of employees dental and vision <br />benefits which the City does not. State retirees are also entitled to health insurance <br />benefits. The State’s pension is also richer. State employees receive twelve paid holidays <br />and often are given the day after Thanksgiving off also. The City presently receives nine <br />paid holidays. <br /> <br />The proposed changes to the Compensation Ordinance for FY 2010 are: <br /> <br /> AR#19 – Education Achievement Incentives. Steps for monthly incentive amounts <br />were eliminated. Only the top step for each level remains. <br />No additional payments will be awarded after June 30, 2009. <br /> <br /> <br />
