To: Honorable Mayor Adams and Council

From: Julie Feier, City Manager

Date: July 10, 2009

Subject: Weekly Update

Budget Updates:
The $20,000 (20%) reduction for professional training/ travel has
been incorporated into the revised budget throughout operational departments. The
legislative reduction of $10,000 was also made. In addition, Council asked that we cap
all Directors, Council and the City Clerk at $2,000 annually. This required an additional
$1,500 reduction for the City Clerk’s travel allowance. The following reductions were
made:
$10,000 Legislative – Council
$1,500 Legislative – City Clerk
$16,600 Departmental Reductions
$1,900 Library

Boards and Commission
An issue was raised at the last Council meeting regarding a
Appreciation Dinner
that used to be held annually but has not occurred for years due
to financial constraints. I agree that it is unfortunate that we have lost this formal way of
appreciating our many valuable volunteers. There is an opportunity to express our
appreciation for our volunteers and share in the Lion’s Birthday celebration due to the
error in the budget for the Mayor’s retirement event. As you may recall, the legislative
budget erroneously included $5,000 for an event for the Mayor’s retirement. Monies
were already budgeted in the Administrative budget ($500) for that purpose, but $5,000
remained in the Legislative budget by mistake. The Lions Birthday Bash Committee
offered to host an appreciation dinner in conjunction with the 100-year birthday for the
Lion’s Gates at City Hall. This could include the auction of the fiberglass lions and other
items to benefit the maintenance of the Lions themselves. The City monies could be
used to pay for invitations to Commission Members and share in the cost of
refreshments. Would Council be interested in leaving the funds in the Legislative
budget to collaborate with the Committee on an event and or amend the budget to
include? I have included the question on your July 20 Council Agenda. If you have any
questions or ideas in advance, please let me know.

first TIF under the new State legislation
University City established the . The newly
comprised TIF Commission met for the first time this week and set a public hearing to
review the Kingsland Walk Development at Kingsland and Vernon. A summary of the
project and background information regarding TIF are attached for your consideration.
The public hearing will occur within the next 45 to 60 days.
