from and that these people do not represent the broader community. Mr. Price <br />stated that at his Ward Three meetings, he does not hear cut the inspectors and cut <br />the police. He said we know to finish phase one and move on; work on recycling <br />that directors say could save the City $400,000; we have big development going in <br />hopefully soon on Olive; the City to join partnership with the school district; issues <br />with procurement and partnerships with other cities.He thanked the City workers for <br />their hard work with the recent water and wind damage. He stated that he will move <br />on from phase one and on to Glenside and the other locations that need help. <br />Mr. Glickert stated that some of the answers can be found on page three in their <br />Strategic Goals and Objectives which Council sets on a yearly basis. It is not there <br />now, the three floods. He said with that in mind and the compelling comments from <br />this meeting, he would like the Council to redirect the strategic Goals and Objective <br />area. He feels the number one goal should be the well-being of Wilson, Birch, <br />Glenside and all of the other streets involved in the flood. By putting it in the <br />Strategic Goals it is put in writing and becomes a different picture than just saying it. <br />Mr. Glickert stated he would be happy to craft a goal and objective. <br />Mr. Wagner stated that at last meeting there were twenty comments made on the <br />FY10 budget. Since then he has commented on every question made and asked <br />that they be attached to the end of the minutes. <br />Mr. Crow stated his deep sorrow for all flood victims. He applauded the fire <br />department and all their calls they received this morning. He complemented Mr. <br />Glickert for being true to the strategic plan and also felt the flooding needed to be <br />brought into the strategic plan process. Mr. Crow agreed he would love to see an <br />easier to read budget. Mr. Crow asked the City Manager to prepare a resolution for <br />the Council that the City will limit all Professional Service Development from the <br />Councilmembers, the Mayor, the City Manager and all staff members to no more <br />than $2,000 in any given year. He would like to have a follow-up on the leaf <br />collection issue, as Council had talked about how much could be saved by reducing <br />one leaf collection and look forward to getting that information from Public Works. <br />Mr. Crow would like to know what the next steps are with the task force working <br />together with Olivette. He complimented the police department on their well visible <br />presence in the Loop on Saturday night while he and his family were there. Mr. <br />Crow said the budget process sometimes does not necessarily bring out the best in <br />everyone and we are one community, it is our community, and we don’t strive to be <br />those communities around us. <br />Ms. Ricci passed out reports to the Council from her attendance at the Missouri <br />Municipal League meeting, the Economic Development Retail Sales Tax Board <br />meetings and the T.I.F. meeting. Interestingly she found out at the T.I.F. meeting <br />that the Economic Development Board lost $100,000 to the City’s budget inclusion <br />that it intended to land-bank to be available for a future T.I.F. Now T.I.F. will be <br />coming to Council for a loan so they can buy some property. Ms. Ricci stated that <br />Mr. Wagner keeps stating that the vote on passing the budget was necessary to <br />pass the Wilson buy-out but the Council could have simply pulled Wilson out as she <br />had asked and voted on it immediately last week and continued the budget <br />discussion for the next session as originally scheduled. Money for street lighting <br />from the Economic Development Sales Tax was in the original budget proposal but <br />with additional information provided on the actual cost, it was removed.
