4. <br />Annual Micro-Surfacing Project <br />Public Works last pavement rating was completed in 2008. The City performs <br />micro-surfacing on streets that have a rating of six or above to cost-effectively <br />extend the life of the street. Bid was awarded to only bidder, Micro-Surfacing, <br />Inc.: first year for $247,950.29, second year for $323,247.00 and third year for <br />$341,819.00 <br />5. <br />Annual Order-Office Supplies <br />Recommendation and award to Staples for largest discount offered on preferred <br />100 items for an open order of $600,000. <br />The consent calendar was moved for approval by Mr. Sharpe, seconded by Mr. <br />Crow and was approved unanimously. <br />I. CITY MANAGER’S REPORT <br />1. <br />CDBG allocation for 2010 <br />Ms. Ricci moved to amend the allocation of funding in the CDBG Grant changing <br />the scholarship allocation to $2,500 and increasing the Code Enforcement to <br />$33,500. Ms. Ricci stated that more residents benefit from code enforcement <br />than individuals who benefit from scholarships. Ms. Ricci’s motion lacked a <br />second. The CDBG allocation as presented passed by a majority with one Nay <br />vote from Ms. Ricci. <br />CITIZEN COMMENTS <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett stated he fully supports the CDBG proposal as presented by City <br />Manager Julie Feier. <br />2. <br />Liquor License for 6501 Delmar, Ranoush Middle Eastern Cuisine & Nookah Bar. <br />Mr. Glickert moved for approval, seconded by Mr. Crow and was approved <br />unanimously. <br />J. UNFINISHED BUSINESS <br />1. BILL 9039 – <br />An ordinance amending Chapter 10.44 of the University City <br />Municipal Code, relating to parking restrictions for specific streets, by repealing <br />Section 10.44.010 thereof, relating to parking prohibited on certain streets at all <br />times, and enacting in lieu thereof a new section to be known as “Section <br />10.44.010 Parking prohibited on certain streets at all times,” thereby amending <br />said section so as to prohibit parking at all times on the west side of Asbury Ave <br />thereof from Forsyth Blvd. to Lindell Blvd; containing a saving clause and <br />providing a penalty. <br />Mr. Price moved for approval and was seconded by Mr. Crow. <br />Roll Call Vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Mr. Crow, Mr. Glickert, Mr. Sharpe, and <br />Mayor Adams. <br />NAYS: none <br />Bill 9039 became Ordinance 6785 <br /> <br />
