among the voting majority in making a firm commitment to the residents on Wilson. <br />Ms. Ricci asked the City Clerk to attach her motions as part of the record. <br />Mr. Glickert stated that there were around twenty residents present on June 1, 2009, <br />at the Public Hearing for FY10 Budget, who requested to delay vote because of <br />questions they had but Council, the majority, was ready to vote.Mr. Glickert stated <br />that Mr. Price made it very clear that he understood the budget and read it. Mr. <br />Crow made a very salient point too that it was the fourth draft and he was ready to <br />vote. <br />Mr. Glickert moved for council to adopt a policy for FY11 Budget procedure, where <br />Council’s vote on the budget is not on the day of the scheduled Public Hearing, but <br />rather Council will vote on the budget at the next scheduled Council meeting after <br />the Public Hearing. Ms. Ricci seconded the motion. <br />Mr. Price stated that there was no Public Hearing before until he submitted to have a <br />Public Hearing prior to budget approval. He said another hearing was added but <br />there was a previous hearing where all documentations were presented showing the <br />revenue and expenditures for the public. <br />Mr. Price asked for a voice vote or a roll call that one million dollars was set aside for <br />the buyout and secondly was to direct the City Manager to move due haste due <br />speed to get an application submitted, also presenting the effective individuals with a <br />time-line with what’s going to happen when, where and how. Mr. Price made a <br />motion to signal by saying I for a firm commitment and asked for a second on it. <br />Mayor Adams first stated there was a motion on the floor that was to be handled <br />first. He then stated that in reading over the comments made by citizens in the <br />minutes, the items were already debated at a number of Council meetings. Mr. <br />Adams said the items brought up were old and had been looked at. He stated that <br />Mr. Price called for the one last Public Hearing the night of the budget approval. <br />Mr. Wagner stated that the decision not to delay the vote on the budget resolution <br />was bundled with the Wilson buy-out. The sense was that it was very hard to <br />commit a million more dollars on top of the 1.3 million dollar original project budget <br />deficit. The resolution the Council had was therefore bundled so that we needed to <br />pass the budget so the City could proceed with the Wilson Avenue applications, <br />which was under a dead line and the two weeks could be critical. Therefore, the <br />vote was so Council could approve a balanced budget and clearly commit to the <br />Wilson Avenue project. <br />Mr. Glickert stated that he did not take it lightly that if you didn’t vote for the budget <br />you were against the people on Wilson, as that was not true; they were in favor of <br />the buy-out since the inception. He stated the issue was the way it was bundled <br />together. Mr. Glickert noted that one Public Hearing meeting was cancelled <br />because some of the members of the City Council could not make the meeting. <br />Ms. Ricci stated that we have had a Public Hearing on the budget April 18, 2008, <br />and June 4, 2007, and to say the Council never had a Public Hearing is grossly in <br />error.
