<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />December 3, 2007 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, December <br />3, 2007, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, <br />the following members of the Council were present: <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Ms. Stefany Brot <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br />Mr. Wagner had an excused absence. <br />Also present were City Manager Julie Feier, the Director of Finance Janet Watson, <br />Assistant to the City Manger, Petree Eastman, and legal Counsel John Mulligan. <br /> <br />The Study Session agenda was planned for discussion of the handling of parking <br />violations within the City and analysis of turning the free municipal lots behind Cicero’s <br />Restaurant and Fitz’s Restaurant into pay lots in the evenings. <br /> <br />The U.City Police Department and the Traffic Violations Bureau (TVB) expressed concerns <br />about the revenue lost from non-moving fines not being paid. The City has no <br />enforcement mechanism for non-payment and the current system cannot detect repeat <br />violators. Other than adding a $5.00 penalty to a parking ticket not paid within fourteen <br />days, nothing further had been pursued. It was estimated that the City’s loss from non- <br />payment of non-moving tickets issued would be $98,383 for the calendar year of 2007. <br />Also factored into the cost to the City would be the time it takes the police officers to write <br />these tickets. If a civilian attendant were to be employed in addition to the police officers, <br />more tickets could be written and use less of officers’ time. <br /> <br />After discussion of the ideas suggested by the staff, the Council, by consensus, made the <br />following recommendations were: <br />1. Increase fines. <br /> Double Parking remain at $20 <br /> <br /> Block Driveway increased from $20 to $35 <br /> <br /> On sidewalk remain at $20 <br /> <br /> Wrong direction remain at $20 <br /> <br /> Expired State License increased from $20 to $75 <br /> <br /> Failure to Display increased from $20 to $85 <br /> <br /> Truck Parking remain at $20 <br /> <br /> No Parking Anytime increased from $20 to $30 <br /> <br /> No Parking 7-8 a.m. remain at $20 <br /> <br /> No Parking 4-6 p.m. remain at $20 <br /> <br /> Mailbox remain at $20 <br /> <br /> Handicapped increased form $40 to $100 <br /> <br /> No Commercial remain at $20 <br /> <br /> Street Cleaning remain at $20 <br /> <br /> Bus Stop increased from $20 to $50 <br /> <br /> Expired Meter increased from $10 to $15 <br /> <br /> <br />
