<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: September 4, 2009 <br />Subject: Weekly Update <br />council meeting in the EOC room onTuesday, <br />Council will hold a special <br />September 8 <br /> at 7:30 AM to consider the conflict of interest ordinance and the wet pond <br />proposal at Ruth Park Golf Course. Information on both items was provided previously <br />with the August 31 agenda. Supplemental information is attached to the agenda. <br />Parking Ticket System <br />The City is currently implementing a new , which will assist in <br />tracking and monitoring parking ticket payments. Parking Attendants will write tickets <br />using a handheld computer that will be uploaded into the City database for processing. <br />This will expedite the posting of penalties and past due notices in an automated <br />manner. Past unpaid parking tickets will be entered into the system for tracking. The <br />new system is scheduled to go live by November 1. <br />University City in conjunction with the River Des Peres Watershed Coalition is offering <br />free rain barrels <br /> for residents participating in the program to educate the public and <br />provide valuable information back to the City/Coalition and the Missouri Department of <br />Natural Resources. You must sign a cooperative agreement and allow a representative <br />from St. Louis Water Protection Company to come onto your property to install the rain <br />barrel –there is no cost for the barrel or participation. There are some reporting and <br />disconnection requirements when the weather gets cold. For more information, call Ms. <br />Hicks in Public Works at 505- 8567. A flyer about the program is attached. Rain barrels <br />are used to store storm water runoff from your home and can be used to water garden <br />plants. This helps water quality by reducing “gray” storm water in our storm/sewer <br />drains lessening the overall demand on the wastewater system. <br />The City of University City, along with the cities of O’Fallon, St. Ann and Rock Hill along <br />AmerenUE rate case <br />with the Missouri Municipal League entered the at the Missouri <br />Public Service Commission. The filing contests not only the requested 18% rate <br />increase for increased electricity costs on street lighting but also questions the current <br />5M rate which is the extremely high rate cities are charged for AmerenUE-owned street <br />lighting. Currently, the City pays over $640,000 a year in utility-owned street lights. If <br />the City were to own the street lighting it could save as much as $477,000 per year <br />(before the 18% increase goes into effect). Several cities have been discussing this <br />particular rate and how they can reduce electricity costs associated with the 5M street <br />private subdivisions <br />lighting program. Many also pay this 5M rate for their street <br /> <br />
