<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />June 4, 2009 <br /> <br /> <br /> <br />The Council Study Session, held at the Central Garage of University City, 1015 <br />Pennsylvania, on Thursday, June 4, 2009, was called to order by Mayor pro tem Arthur <br />Sharpe, Jr. at 6:30 p.m. In addition to Mayor pro tem, the following members of the <br />Council were present: <br /> <br /> Mr. Michael Glickert <br /> Mr. Terry Crow <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br />Mayor Joseph Adams was excused. <br />Mr. Wagner was not present and Mr. Price left at 7:00 p.m. <br />Also present were the City Manager Julie Feier and City Attorney John Mulligan. <br /> <br />The study session was for Council’s benefit to view the garage and hear the feed back <br />from the Fleet Consultant hired by the City to evaluate the garage’s operation. The <br />consultant was Tony Yankovich, project Manager, from Mercury. <br /> <br />The project’s objectives for the City were: to be able to offer superior customer service, be <br />competitive and have a modern fleet program. The project’s objectives for the consultant <br />were: to satisfy the scope of work, to evaluate current fleet program and to develop a <br />roadmap for improvements. <br /> <br />Mechanical productivity is measured in Vehicle Equivalent Unit, (VEU). Statistics given <br />showed University City’s Fleet to have 225 units. Ms. Ricci asked to have a list of these <br />units and the VEUs associated with each. The average age of the units was 6.8 years and <br />the gross replacement value was $10.3 million. <br /> <br />The report on maintenance and repair showed that the garage’s focus/effort was on <br />corrective repairs not preventative maintenance, (PM). Also there was a lack of good data <br />to use in some of the evaluation. <br /> <br />Fleet utilization showed no program existed in order to manage it, meter readings were few <br />and far between and there existed a possible opportunity to reduce size of the fleet. <br /> <br />Fleet replacement showed there was an informal replacement program in place with the <br />average age of in-house replacement cycle of 6.7 years. The average age of the fleet was <br />6.8 years. <br /> <br />Fleet Management Information System, (FMIS). The consultant stated it was in Process of <br />implementing system. The gbaMaster Series which was approved for purchase by the <br />Council, February, 25, 2008, for $46,435. The consultant stated the fleet program will not <br />move forward until a system is in place and operational. <br /> <br />Facilities is older, has some poor designs, and ceiling height will not allow some trucks to <br />be pulled in. More space was needed in order to perform efficient jobs. <br /> <br />
