<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />June 15, 2009 <br /> <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, June 15, <br />2009, was called to order by Mayor Joseph Adams at 5:30 p.m. In addition to Mayor, the <br />following members of the Council were present: <br /> <br /> Mr. Michael Glickert <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Robert Wagner <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br /> <br />Also present were the City Manager Julie Feier, Fire Chief Steve Olshwanger, Deputy City <br />Manger Janet Watson, and City Attorney John Mulligan. <br /> <br />The study session was to review Council’s Goal Progress. <br /> <br />Fire Chief Steve Olshwanger updated the Council on the recent floods from the heavy <br />rains. He stated that Glenside and Groby were also flooded this time. The fire department <br />was very proactive and made sure no one was in harms way. <br /> <br />Mr. Price requested that Senate and Congress be contacted by the City Manager and <br />informed on the continue flooding happening in University City. <br /> <br />Questions asked about the upcoming Council Session agenda. <br />1. Mr. Glickert asked for more information on the purchase of office supplies. Ms. <br />Watson explained that Corporate Express was recommended as they had given the <br />lowest discount on the one hundred most used items the City submitted for bids. <br />This bid does not include paper or specialty items. She stated that the contract <br />amount only meant up to the purchase total of $60,000. Ms. Ricci asked to be <br />provided with what was actually expensed for office supplies for the years 2007, <br />2008 and 2009. <br />2. Questions were asked on the bid process and why the lack of bids. Ms. Ricci asked <br />how the bids were communicated and if they were posted on the web site. She felt <br />that some bids could be sent to companies out-of-state, especially if there were <br />limited in-state resources. It was also asked if consideration was given to try and <br />combine with other municipalities on the annual bids. Ms. Ricci also asked if a <br />record was kept of the bidding companies’ minority participation. She stated that <br />according to the Charter 2.58.010, the City was to require any person, firm or <br />corporation contracting with the them to provide services as technical/professional, <br />street repairs, supplies, maintenance, at a cost to the City of $50,000 or more and <br />employing ten or more employees, to have an affidavit filed with the City that at <br />least twenty percent of the work force consists of members of a minority. Mr. Crow <br />asked if the bid on the interlocking pavement was higher than anticipated. Ms. <br />Watson stated that it was budgeted for $100,000, which was $30,000 below the <br />recommended bid. <br /> <br /> <br />
