Regular meeting <br />July 18, 2005 <br /> <br />Ms. Colquitt said that she appreciates what Ms. Brungardt says and stated once again <br />that it can still be reconciled. One of the Councilmembers that voted in majority for this <br />ordinance’s passage can put a motion on the table to have it reconsidered. This will <br />allow these residents to voice their opinion. She urged the Council to do so and allow <br />both sides to comment and speak on this issue. <br /> <br />Ms. Brot thanked everyone for coming and being part of our democracy and expressing <br />their views and hoped that they would come back again when the Council evaluates <br />whether this pilot project should be continued. She did provide a written document to <br />everyone on the Council from an expert several weeks in advance, who is the assistant <br />head of the department of infectious diseases of Washington University. There were <br />three readings on this and there was no opposition. It is simply a small pilot program, <br />like all of our neighbors have, as Clayton and Kirkwood. It is much smaller than what <br />our neighbors have. We are only allowing five chickens; absolutely no roosters. It has <br />been studied thoroughly as far as the size of the coop and the size of the land. She is <br />sorry if it offends people but the Council did follow the rules of revising an ordinance, <br />and again she thanked everyone for coming. She hopes that everyone will return when <br />the Council considers how well this pilot program has enhanced our community. <br /> <br />Mayor Adams did comment that Ms. Brot was correct in that she did provide a letter <br />from an expert but he received absolutely no information about certain Councilmembers <br />forming an ordinance. All that talked about was the health of being around chickens. <br />He never said whether he was supportive or non-supportive. His issue was that there <br />should have been a hearing, where all segments of the community, should have known <br />about this and not just the proponents. Unlike Ms. Brungardt, he did not receive any <br />emails expressing the issues of chickens. <br /> <br />Ms. Colquitt responded to Ms. Brot’s comments on the expert opinion given to <br />Councilmembers. It merely stated that the influenza virus that adults contracted, were <br />only with those who were in constant contact with chickens and there was no need for <br />us to worry, as that was over in Cambodia and Vietnam. She is sorry, but this <br />information was not enough information for her to vote AYE or NAY on an ordinance. <br />She said before, that the Council should have had citizen’s input and certain <br />Councilmember denied her this opportunity for our citizens. She is still not in favor of <br />any chickens in University City. <br /> <br />LEGISLATIVE DOCKET; BILLS FOR SECOND AND THIRD READINGS: <br /> <br />1. BILL NO. 8800 – ESTABLISHING AN ADDITONAL TAX FOR THE PARKVIEW <br />GARDENS SPECIAL BUSINESS DISTRICT SO THAT THE ADDITIONAL TAX <br />ON THE REAL PROPERTY FOR THE FISCAL YEAR 2005-2006 SHALL BE <br />$.85 FOR RESIDENTIAL AND $.85 FOR COMMERCIAL PER ONE HUNDRED <br />($100.00) OF ASSESSED VALUATION. <br /> <br />Page 15 <br /> <br />
