Session 1684, Minutes <br />December 16, 1996 <br /> <br />Page 5 <br /> <br />No one else asked to speak and the public hearing was closed at 7:41 p.m. <br /> <br />COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION <br /> <br />The City Manager recommended approval of an application for Community Development Block Grant <br />funds for the year beginning in Spring, 1997. Proposed uses are similar to those approved by the <br />Council in recent years. They are as follows: <br /> <br />Parkview Gardens Police $ 36,355 <br />Northeast Police $ 3,000 <br />Parkview Gardens Code Enforcement $ 45,000 <br />Commercial Code Enforcement $15,000 <br />Trees, Forestry $ 35,000 <br />Food for the Homeless $ 3,000 <br />Elderly Housing Program $ 1,390 <br />Home Rehab Administration $ 1,000 <br />Rehabilitation of Private Property $10,000 <br />Rehabilitation of Private Property (Parkview Gardens) $ 44,890 <br />Reconstruct alley south of Crest (66th Street to Sutter) $ 55,000 <br />Curbs (50 locations) $ 25,000 <br />Sidewalk (6800 block of Etzel) $17.000 <br /> <br />Total $291,635 <br /> <br />Transfers may be made to other programs during the year if urgent needs arise or if funds are not needed <br />for specific programs. Staff has held the required public hearing prior to presentation of this proposal, <br />and Council received copies of all verbal and written comments from that meeting. Mr. Ollendorff said <br />the rehabilitation of private property allocations do not include the $80,000 revolving fund for rehabilita- <br />tion of single family homes occupied by low income residents. <br /> <br />Mrs. Thompson said she was again questioning the discrepancy between the amounts for Parkview <br />Gardens Police and Northeast Area Police. Mr. Ollendorff said the Police overtime budget is about <br />$160,000, but that amount is over and above the amounts shown in the Community Development budget <br />so it is not as uneven as it seems. He noted that more policing is needed in commercial and multi-family <br />areas where there are large concentrations of people. Mrs Thompson felt more police resources should <br />be used to combat gangs and to raid houses where drugs are sold. <br /> <br />Ms. Shirley Richman, 840 Oakbrook Lane, member of the Advisory Council of Community in Partner- <br />ship (CIP), said all should bear the responsibility of helping the homeless, and other communities should <br />be urged to take part in this program as University City does. Mr. Ollendorff concurred. Ms. Richman <br />described some of the services provided by CIP in the 50 bed shelter in the County. She introduced <br />CIP's new director, Ms. Michelle Smart. <br /> <br /> <br />
