Mr. Sharpe asked who was going to get the independent counsel and what
would be the cost. Ms. Feier stated the City had alternate Counsel, Mr. Paul
Martin, who is on a retainer. She could shoot the question to him and he could
let her know what the cost would be.

Ms. Ricci amended her motion to state to hire an independent Counsel to set up
a special meeting within the next ten days to ascertain as to where to go, so as
st
not to jeopardize any work that has to be done before the August 31deadline.
Mr. Wagner seconded the amendment.

Voice vote for approval of Ms. Ricci’s amendment was unanimous. Voice vote
for approval of Ms. Ricci’s original motion as amended was unanimous.

Introduced by Mr. Sharpe, Jr.
4. BILL 9046
– An ordinance An ordinance fixing the compensation to be paid to
city officials and employees as enumerated herein from and after its passage,
and repealing Ordinance No. 6784.

CITIZEN COMMENTS
Jan Adams, 7150 Cambridge Ave

Ms. Adams stated she had supplied Council with her comments concerning the
Civil Service Board and the “Fixing compensation; repealing Ordinance No.
6787”. She stated she will also post them on www.’ucityparticipate.org website,
so as not to take up Council’s time now.

Introduced by Mr. Price
5. BILL 9047
– An ordinance authorizing the remise, release and quitclaim of a
tract of land being part of lot 6 Barby Lane to Charles Deutsch and Company

RESOLUTIONS

6.
Resolution 2009 – 9 for Municipal Park Grant to replace the Flynn Park Tennis
Courts was pulled

7.
Resolution 2009 – 10 for the Missouri State Emergency Management Hazard
Mitigation Buyout Application was introduced by Mr. Crow and was approved

unanimously.

L. CITIZEN COMMENTS

Rosalyn Borg, 7820 Cornell
Ms. Borg stated she has served on task forces and commissions. She is a little

offended by not being able to be considered to be on the U City/Olivette joint task
force that is being formed because she lives in Ward 2. Ms. Borg asked who paid
for the brochure being mailed for the Prop S initiative. It was her understanding that
any publication that is not informational, which the brochure is not, has to have
clearly written on the brochure, who paid for it. She stated the brochure stated that
the City is having financial troubles but maybe if they didn’t pay $50,000 for the Loop
Trolley study it would have helped to pay for some of it or all the outside attorney
fees being paid. Ms. Borg stated the brochure said it would have to eliminate leaf
pickup, which she felt that all four pick-ups were not needed; to eliminate snow
removal, which she said of the twenty-one years she has lived on Cornell, the City
has removed snow just once plus the City does not do Delmar, Olive, Hanley, or
