I Imv_e.r.s ty <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767 <br /> <br />RESOLUTION <br /> <br /> WHEREAS, the Missouri Constitution provides for the collection of a 1/10 cent sales <br />tax allocated in equal proportions to State Parks and to agricultural soil programs, and <br /> <br />WHEREAS, the tax will expire in 1998 unless renewed by the vote of the people, and <br /> <br /> WHEREAS, the goals established for the agricultural soils program are nearly <br />complete, and <br /> <br /> WHEREAS, the program revenue has grown dramatically in recent years, from $43.5 <br />million in 1991 to $55 million in 1995., and <br /> <br /> WHEREAS, local governments have not asked for revenue from this source in the past <br />but now recognize that substantial revenue exists to fund both the work necessary to attain the <br />agricultural soil program goals and to phase in funding for local government parks, stormwater, <br />drinking water, and wastewater programs, and <br /> <br /> WHEREAS, defeat of the ballot proposal on November 5, 1996, will not end the tax <br />but will allow the Legislature two years to place a more equitable proposal before the public, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of University City <br />hereby recognizes that the public policy of the State should change, allowing the use of the <br />1/10 sales tax for local environmental programs, and urges its citizens to fully understand the <br />negative impact of renewing the tax on November 5, 1996. <br /> <br />ATTEST: <br /> <br />City Clerk <br /> <br /> <br />
