Session 1681, Minutes <br />October 21, 1996 <br /> <br />Page 8 <br /> <br />Mr. Wagner said if the resolution serves as an opening for negotiations, he wanted to remind Council <br />that negotiations should not start from a weak opening and go to a strong closure. He urged Council <br />not to be timid in protecting University City neighborhoods. <br /> <br />Mr. Wagner requested a roll call vote on the amendment, as follows: AYES: Councilmembers Munkel, <br />Wagner, Lieberman, Thompson, and Mayor Adams. NAYS: Councilmembers Schoomer and Ware. <br />The motion carded five to two. <br /> <br />Mr. Schoomer reiterated that the resolution is too restrictive, and that Council is on record as affirming <br />the principles in the resolution. He disagreed that the City can get more by having such a restrictive <br />resolution, and that having more ambiguity will give more negotiating room. There will be adequate <br />time later for a public display of opposition or affirmation when there are more details. <br /> <br />Mr. Lieberman said about 10 years ago he started working on an expansion plan for Lambert airport; <br />the neighboring communities waited to see what would happen and did not provide input. After many <br />changes in the plan, the neighborhoods are just now voicing opposition when it is probably too late to <br />do anything. It is very important for those who will make the decisions to understand that University <br />City is acting from a position of strength. <br /> <br />Mr. Munkel felt the only way to really protect people's property is if MetroLink is underground in the <br />areas being discussed, and he was not convinced that cut-and-cover will provide protection against the <br />things residents are concerned about. He pointed out that in European cities, there are tunnels used as <br />subways everywhere. <br /> <br />All voted Aye on the Resolution as amended except Mr. Schoomer, who voted Nay. <br /> <br />CITIZEN COMMENTS <br /> <br />Ms. Regina Cox, 1535 N. Jackson, was concerned about the rental property at 1536 N. Jackson. She <br />said Ramled Enterprises owns the property but it is very poorly maintained, with tenants moving in and <br />out frequently. She felt that many of the occupants probably never had occupancy permits. She said <br />one of her neighbors actually moved out of the neighborhood because of this house. She felt frustrated <br />because nothing ever seemed to improve at this site and she was concerned that neighborhood property <br />values would decrease. Mr. Ollendorff said he would check into this situation and call Ms. Cox. <br /> <br />Mr. Schoomer noted that this company has been in litigation with the city for a number of properties that <br />have not been kept up to Code; he thanked Ms. Cox, noting that citizens can help the City by reporting <br />properties that are in poor repair. <br /> <br />BILLS FOR SECOND AND THIRD READINGS <br /> <br />BILL NO. 8292 - AMENDING CHAPTER 25 MUNICIPAL CODE RELATING TO RETIREMENT <br /> <br /> <br />
