Mayor <br />Adams stated that this tax will also be used to upgrade the emergency sirens. <br />2. <br />Resolution 2009 – 18 The Green Commission resolution for Community <br />Sustainability <br />Mr. Wagner stated the University City is fortunate to collect such a talented and <br />conscientious committee. They have spent many meeting hours considering <br />environmental programs that U City can adopt and get into the green practices. <br />He urged the Council to read the memo in order to get the details of the <br />recommendations. Mr. Wagner stated that much of the work will be paid for by <br />Federal Grant money and there will be a future return in the life-cycle cost. <br />Mr. Wagner moved for approval, seconded by Mr. Sharpe and was unanimously <br />approved. <br />L. CITIZEN COMMENTS <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett wanted to express his appreciation for the Community Development <br />department, Ms. Riganti and Mr. Walker for their continual support of the flea market <br />just held. He stated that this event helps promote U City. <br />Rosalyn Borg, 7820 Cornell <br />Ms. Borg first asked if the E911 sales tax that will be on November’s ballot has an <br />ending point or will it be ongoing. Mayor Adams stated that it will be ongoing as <br />money will be needed for the system’s maintenance. Ms. Borg said the reason for <br />her request to speak was about concern for the pond that is proposed for Ruth Park <br />Golf Course. She stated that she did not see anything about safety regulations from <br />everything she read. Ms. Borg asked about safety concerning people coming into <br />the park at night, accidents from pranks and initiation rights, fencing, lighting, etc. <br />She noted the pond is seven feet deep. <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated that everyone received their bills with the additional fees for cart <br />replacements. She said that she observed a U City truck picking up a cart today and <br />the cart was not returned back to the curb but rather dumped it in the street. She <br />thought the City has an obligation to train their workers to use their equipment <br />properly. Her second concern with the Public Works department was that Pershing <br />School, which has been in existence since 1918, does not have cross-walk markings <br />for the students to use to cross the street. Ms. Glickert noted that she had called on <br />this last year also and still no pedestrian crossing walks. <br />William Field, 7152 Kingsbury <br />Mr. Field mentioned the passage of a resolution for the formation of a citizen’s <br />advisory commission for Ruth Park Golf Course. He stated that the resolution stated <br />that part of their purpose was to scrutinize the plan for implementing and operating <br />the new driving range. The commission was to receive periodic reports on the <br />operations, including the revenue and expenses. Mr. Field stated that they of yet <br />have not received any reports on the expenses. He was told that it was too hard to <br />break out the expenses but thought it would be easy to establish a comparison of <br />what electricity cost was before and what it is now; recreational supplies, golf balls, <br /> <br />
