MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />September 29, 2009 <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, September <br />29, 2009, was called to order by City Clerk Joyce Pumm at 6:30 p.m. The following <br />members of the Council were present: <br />Mr. Terry Crow <br />Ms. Lynn Ricci <br />Mr. Michael Glickert <br />Mayor Joseph Adams <br />Also present was the City Attorney John Mulligan. <br />Unexcused absences were Mr. Byron Price, Mr. Robert Wagner and Mr. Arthur Sharpe. <br />The study session was an additional scheduled study session to have registered <br />parliamentarian, Dorris Carter MPCC, speak on how to conduct a productive meeting. <br />POINT OF ORDER <br />Used when meeting gets off purpose. When it is called it needs to be followed by an <br />explanation. The Chair then rules on it. If not in agreement with this ruling, member states <br />“I appeal to the body for a vote.” A majority is needed to overrule the chair. <br />QUESTION OF ORDER <br />Deals with an issue as too hot, too cold, too noisy, can’t hear, etc. <br />AMEND <br />Motion can be amended and this amendment can be amended. The amending of an <br />amendment is handled first and this becomes the amendment to the main motion both of <br />which are voted on. <br />– <br />PROCLAMATIONhonoring someone, event, etc <br />RESOLUTION – type of housekeeping <br />ORDINANCE – law, official <br />MEETING BY EMAIL <br />According to Robert’s Rules of Order it can happen in the case of an emergency and <br />needs to be approved by the City Attorney.City Attorney Mr. Mulligan mentioned that the <br />Sunshine Law and its requirements can overrule this. <br />POSTPONED, POSTPONED INDEFINITELY, TABLED <br />Postponedtill (date) is motion that should be made if discussion and vote will not be made <br />at that meeting <br />PostponedIndefinitely is motion made that will KILL an agenda item <br />Tabled means to put on the table to be handled later in that meeting. Vote is needed to <br />put on table and vote is needed to take off table. <br />SECONDto a motion <br />If a motion is made and discussion pursues, it would be the same as if it was seconded. <br /> <br />
