MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />September 21, 2009 <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, September <br />21, 2009, was called to order by Mayor Joseph Adams at 5:30 p.m.In addition to the <br />Mayor the following members of the Council were present: <br />Mr. Terry Crow <br /> Mr. RobertWagner <br />Ms. Lynn Ricci <br /> Mr. ByronPrice <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br />Also present were the City Manager Julie Feier, Deputy City Manger Janet Watson, and <br />City Attorney John Mulligan. <br />The study session was to present and receive feedback on the next steps dealing with the <br />budget deficit since the failure of the proposed tax initiative. The City Manager <br />presentation dealt with: <br />Council-Staff Issues/Concerns <br /> City Deficit - $1.2 million FY 2011 <br /> State Deficit (FY 09 $430 million revenue shortfall) <br /> Federal Debt - $11.8 trillion plus deficit (approaching $1 trillion per year) <br /> U.S. Census – Counting everyone (6% loss equal $500,000 loss of revenue to the <br />city) <br /> Increased administration demands <br />Questions/Concerns <br /> Performance Measurement <br /> Department functions-identify, track & report key measures <br />o <br /> Progress on city initiatives-measure and report HR productivity-cost; Fleet <br />o <br />Management; bidding outsourcing opportunities. <br /> Financial Reporting <br /> Reports published on fixed timeline <br />o <br /> Accounting consistent with GAAP-link to management decisions <br />o <br /> Revenue projections and assumptions reported regularly <br />o <br /> Planning <br /> Economic Development priorities tracked and reported <br />o <br /> Add PR staff-newsletters <br />o <br /> Add ED staff recruit/retention <br />o <br /> Possible New Revenue Sources <br /> Loop parking – lots/meters <br />o <br /> Ameren street lighting <br />o <br /> Rate case <br /> City purchase <br /> Decommissioning <br /> Red Light Cameras (held up by St. Louis County) <br />o <br /> <br />
