umvers y <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767 <br /> <br />RESOI ,UTION <br /> <br /> WHEREAS, the engineering studies being done for East-West Gateway Coordinating Council <br />are proceeding, and <br /> <br /> WHEREAS, these studies are considering various options for the East-West Metrolink spur, <br />including the Millbrook/Forest Park Parkway, and <br /> <br /> WHEREAS, it is appropriate to advise both the engineering firm and East-West Gateway <br />Coordinating Council as to the sense of the University City Council regarding this option, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that IF and WHEN the engineering studies for the <br />anticipated East-West Metrolink spur considers the Millbrook/Forest Park Parkway route, it is the <br />sense of the University City Council that they must take steps to ensure the safety, viability and <br />property values of all affected residences, which includes the following standards <br /> <br /> o <br /> <br />4. <br /> <br />5. <br /> <br />6. <br /> <br />7. <br /> <br />subterranean construction along Millbrook Boulevard east of Big Bend and south of <br />the roadway (Washington University property), and <br /> <br />subterranean construction along Millbrook Boulevard west of Big Bend to Forest <br />Park Expressway, including cut-and-cover or tunneling, with <br /> <br />provisions for visual buffering, and <br /> <br />adequate restrictions on excessive noise and vibration levels, as well as <br />prohibition on forced home or property sales, and <br />prohibition on above-grade crossings, and <br />no park-and-ride lots, as well as <br /> <br /> 8. no commuter parking on residential streets <br />Passed by the University City Council this 21st day oE <br /> <br />ATTEST: <br /> <br />City Clerk <br /> <br />)ber 1996 <br /> <br /> <br />
