Therefore the St. Louis County Council has put on the ballot this November a
small sales tax increase of one-tenth of one percent to pay for this system. If not
approved, each municipality will have to upgrade their system on their own to
meet the federal mandate. The result will be a seamless system where everyone
can talk to each other and talk will not be limited to just your municipality. Mayor
Adams stated that this tax will also be used to upgrade the emergency sirens.

2.
Resolution 2009 – 18 The Green Commission resolution for Community
Sustainability
Mr. Wagner stated the University City is fortunate to collect such a talented and
conscientious committee. They have spent many meeting hours considering
environmental programs that U City can adopt and get into the green practices.
He urged the Council to read the memo in order to get the details of the
recommendations. Mr. Wagner stated that much of the work will be paid for by
Federal Grant money and there will be a future return in the life-cycle cost.

Mr. Wagner moved for approval, seconded by Mr. Sharpe and was unanimously
approved.

L. CITIZEN COMMENTS
Richard Dockett, 6844 Crest Ave.
Mr. Dockett wanted to express his appreciation for the Community Development
department, Ms. Riganti and Mr. Walker for their continual support of the flea market
just held. He stated that this event helps promote U City.

Rosalyn Borg, 7820 Cornell
Ms. Borg first asked if the E911 sales tax that will be on November’s ballot has an
ending point or will it be ongoing. Mayor Adams stated that it will be ongoing as
money will be needed for the system’s maintenance. Ms. Borg said the reason for
her request to speak was about concern for the pond that is proposed for Ruth Park
Golf Course. She stated that she did not see anything about safety regulations from
everything she read. Ms. Borg asked about safety concerning people coming into
the park at night, accidents from pranks and initiation rights, fencing, lighting, etc.
She noted the pond is seven feet deep.

Elsie Glickert, 6712 Etzel
Ms. Glickert stated that everyone received their bills with the additional fees for cart
replacements. She said that she observed a U City truck picking up a cart today and
the cart was not returned back to the curb but rather dumped it in the street. She
thought the City has an obligation to train their workers to use their equipment
properly. Her second concern with the Public Works department was that Pershing
School, which has been in existence since 1918, does not have cross-walk markings
for the students to use to cross the street. Ms. Glickert noted that she had called on
this last year also and still no pedestrian crossing walks.

William Field, 7152 Kingsbury
Mr. Field mentioned the passage of a resolution for the formation of a citizen’s
advisory commission for Ruth Park Golf Course. He stated that the resolution stated
that part of their purpose was to scrutinize the plan for implementing and operating
