<br /> <br /> Possible Budget Reductions <br /> Fire District <br />o <br /> Building Inspections to St. Louis County <br />o <br /> Private Trash Hauler <br />o <br /> Turn over Right-of-Way infrastructure/trees to adjacent homeowners for <br />o <br />maintenance <br /> Police response only (no general patrol) <br />o <br /> Charge for yard sale permits <br />o <br /> <br />Mr. Crow asked the City Manager to provide actual costs for services the City provides and <br />how it compares to what other municipalities are doing; pay reductions/furloughs and the <br />cost savings. <br /> <br />Mr. Wagner asked about making changes in the pension plan and Ms. Watson stated the <br />Pension Board is preparing a report to give to the Council on this. <br /> <br />Mr. Sharpe asked what savings would be made going to a four day work week. <br /> <br />Ms. Ricci asked about having the budget show revenues versus expenses in order to <br />evaluate where and if changes can and should be made. She stated that until all <br />expenses are allocated to the correct departments it is had to make good financial <br />decisions. <br /> <br />Mr. Crow stated that the Council/City needs to decide what services the City can afford to <br />provide or maintain. Facts established were: two-thirds of the budget is for police and fire, <br />20 percent of the revenue is from fees and eighty percent of the revenue comes from <br />taxes. <br /> <br />Mr. Price stated that the City does need to track expenses and revenues. He would like to <br />have a full time Economic Development PR/Sales person totally dedicated to developing <br />the City. He also noted that the City does not have any way of getting information to the <br />City-at-Large. <br /> <br />Ms. Feier stated that in the end it will be a decision as to what the City is not going to do <br />anymore. <br /> <br />Mr. Wagner stated the major contributor to expense is the benefit package; the defined <br />contribution is going to run away with the City. <br /> <br />Mayor Adams asked what are you willing to see accomplished with Economic <br />Development; the right of eminent domain to give them territory. He asked if they were <br />willing to grant eminent domain to developers as a Paul McKee. If you want real economic <br />development you have to have territory for them to have economic development in. It can’t <br />be done if you don’t give them territory. He is not sure what would be the benefit of an <br />additional staff person if there is no territory to promote. <br /> <br />Mr. Glickert asked the City Manger for a list of development in the City for the last two to <br />three years. He stated that a sales person would be needed to market the City. <br /> <br /> <br /> <br /> <br />
