<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />February 23, 2009 <br /> <br /> <br />At the Regular Session of the City Council of University City held in the Chambers of the <br />City Hall, on Monday, February 23, 2009, Mayor Adams called the meeting to order at <br />6:30 p.m. In addition to Mayor Adams, the following members of the Council were <br />present: <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Mr. Byron Price was excused from this meeting. <br />Also in attendance were City Manager Julie Feier and City Attorney John Mulligan. <br /> <br />C. PROCLAMATION <br /> <br />D. APPROVAL OF MINUTES <br />1. February 9, 2009, Regular Session minutes were moved for approval by Mr. <br />Wagner, and were unanimously approved. <br /> <br />2. February 9, 2009, Study Session minutes were moved for approval by Mr. <br />Sharpe and were approved unanimously. <br /> <br />E. APPOINTMENTS <br />1. Diedre Lewis to the Plan Commission by Mr. Price through Mr. Sharpe and <br /> was approved unanimously. <br /> <br />F. SWEARING IN <br />1. John Sweeney was sworn in to the Parks’ Commission <br />2. Ellen Dennis was sworn in to the T.I.F. Commission <br /> <br />G. PUBLIC HEARINGS <br /> <br /> <br />H. CONSENT AGENDA <br /> <br />I. CITY MANAGER’S REPORT <br />1. Site Plan review application for 6363 Olive – Partners in Christ Fellowship Center <br />approval was moved by Mr. Sharpe, seconded by Mr. Glickert and approved <br />unanimously. <br /> <br />2. Conditional Use Permit for 1040 North & South – Sho-Off Car Wash c/o Eric J. <br />Walker – to allow the operation of an auto-detailing facility was moved for <br />approval by Mr. Crow, seconded by Mr. Sharpe and was approved unanimously. <br /> <br />3. Conditional Use Permit Amendment for #3 McKnight Place – McKnight Place <br />Assisted Living, LLC, c/o Nick Walker – to amend the previously granted <br />Conditional Use Permit (which had granted an expansion to the existing nursing <br />home facility of a one story, 376 unit building) to now permit a two story, 71 unit <br /> <br />
