Minutes - Council Meeting 9/21/96 <br /> Library Board Room <br /> <br /> ,layor Adams called meeting to order at 8:35 a.m. <br /> <br />Present: Mayor Adams, Councilmembers Schoomer, Munkel, Wagner and Lieberman <br />Excused: Councilmembers Ware and Thompson <br />Also present: Frank Ollendorff, City Manager and Kimberley Trombly, Deputy City Manager <br /> <br />Councilmember Schoomer moved acceptance of Schuster Engineering's bid of $41,130 to rebuild Epstein Plaza. <br />Councilmember Lieberman seconded. All voted aye. <br /> <br />Councilmember Schoomer introduced a bill setting public hearing for Precision Tool tax abatement. First reading <br />given. <br /> <br />Study session followed with several subjects discussed: <br /> <br />Mayor Adams noted that City Council rules were last reviewed in 1980. Councilmembers recently suggested <br />additional changes and all of these were discussed. <br /> <br />City Manager asked if recent tax subsidy policy statement was correctly written. General consensus was that the <br />August, 1996 draft was an accurate statement of Council policy. <br /> <br />Council considered the request 'from Dan Wald to acquire the Market Plaza. Councilmembers suggested that <br />proposal should include a fair price, keeping walkway next to stores on east side and restrictions on future use. City <br />Attomey shoiald check enforceability of restrictions. City Manager to check on buildable area. <br /> <br />Policy on use of pool by non-residents was referred to Park Commission for study: Council not favorable to change <br />unless clearly beneficial for University City. <br /> <br />Council requested City Manager to have legislation prepared for senior department director pension option and for <br />deferred compensation plan for Police and Fire management staff. <br /> <br />City Councilmembers directed further development of options for improvements in the City's two pension plans. <br />The general consensus was that the specific improvements as submitted were too expensive and needed to be <br />modified to include employee payments or smaller improvements. <br /> <br />Following expression of differing opinions on the need for additional rules regarding ethical standards for elected <br />officials, Councilmembers Lieberman and Wagner agreed to draw up proposals. <br /> <br />Request for one-way traffic restriction on Pennsylvania south of Vernon received no support. Councilmembers <br />indicated a willingness to consider actual experience following bridge being open for several months. <br /> <br />Councilmembers discussed various aspects of Metrolink expansion studies. All members support 1-170 expansion <br />md none oppose study of University City east-west route alternatives including residential neighborhood protection. <br /> <br />Meeting adjourned at 11:40 a.m. <br /> <br /> <br />
