SESSION 1674 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> August 12, 1996 <br /> <br />A special meeting of the City Council of University City was held in the Council Chamber of City Hall <br />on Monday, August 12, 1996. Notice of the meeting was posted on Friday, August 9, 1996. Mayor <br />Joseph L. Adams presided and called the meeting to order at 7:00 p.m. Also present were the following <br />members of the Council: <br /> <br />Mr. Hardy Ware <br />Mr. Wayne I. Munkel <br />Mr. Robert G. Wagner <br />Mr. Lawrence Lieberman <br />Mr. Paul E. Schoomer <br />Mrs. Betty L. Thompson <br /> <br />Also present was City Manager Frank Ollendorff. <br /> <br />PUBLIC HEARING - SITE PLAN, 500 NORTH AND SOUTH ROAD <br /> <br />The City Manager said a public hearing was scheduled for 7:00 p.m. this date and place to hear <br />comments on a site plan at 500 North and South. He said the applicant is now asking for approval of <br />only the south portion of the development (a four story, 16 unit apartment building). He plans to erect <br />a second similar building on the north part of the site, however, this portion must be rezoned first. <br /> <br />Mayor Adams opened the public hearing at 7:02 p.m. <br /> <br />Mr. Philip M. Lykens, 535 North and South, said no notice of the public hearing was sent to residents, <br />although he realized it was not required. He noted that the parcel that was withdrawn was not properly <br />zoned, which called into question how much investigation took place. Another concern was density, and <br />he suggested this project did not belong in a neighborhood with single family homes. He said no residen- <br />tial buildings close to this site had more than three stories and he felt this development may be detrimen- <br />tal to the existing neighborhood. <br /> <br />Ms. Susan Traylot Bittick, 515 North and South, said she and her husband were not opposed to many <br />of the innovative projects that could be put on this site which would enhance the value of property in <br />the vicinity; however, they did not feel a four story apartment building fit that description. She asked <br />Council to deliberate carefully, especially since they are being asked to waive some of the buffer require- <br />ments. She agreed with Mr. Lykens that not enough notice of this project was given to immediate <br />neighbors, and suggested that residents would be more amenable to this development if they could work <br />with the developer. She asked Council to delay its decision and let the residents work with Mr. Paul <br />Londe, the developer, and Mr. Lou Sauer, the architect. <br /> <br /> <br />
