Session 1674, Minutes <br />August 12, 1996 <br /> <br />Page 4 <br /> <br />Ms. Chrissie Paterson, 511 N. Central, said the pool for this project will be practically in her back yard; <br />also, the new building will completely shade her home. She realized there will be development of this <br />property, but thought the neighbors should be able to work with the builder and get some of the things <br />they want. She was also concerned about increased traffic, which she felt would end up on Central. <br /> <br />Ms. Carol Drury, 501 North and South, was concerned about property values. She had expected prop- <br />erty in the area to be developed, and thought she would sell her home to a developer for more than she <br />could get from individuals. She was concerned about the size of the buildings, and thought they should <br />be more like some of the townhouses in Clayton; she also preferred they not be rentals, but owner units. <br /> <br />Mr. Brian Duffy, 522 North and South, said his house was directly north of the proposed development, <br />and he and his neighbors have been the recipients of debris from the condominium developments to the <br />south in Clayton. He wanted assurance that would not happen with the Londe project. In response to <br />his questions, Mr. Ollendorff said the Comprehensive Plan was written in the 1983-85 period, with <br />hundreds of citizens involved; hearings were held about this particular area, and the Plan calls for most <br />of the area east to Hanley to be redeveloped with apartments, condos, etc. It was specified then that <br />parcels would be rezoned as they were brought to the City for proposed development, and there would <br />be no large scale rezoning. The property owned by Mr. Londe at that time (south part of the present <br />site) was rezoned after a public hearing; he then brought in a site plan for a six story hotel. There were <br />objections, it was reduced to five stories, and Council approved it. In 1986, a new site plan for a four <br />story building (still on the south half of the property) with 26 apartments was approved by Council. Mr. <br />Duffy asked why none of these buildings were built. Mr. Ollendorff said the development economy <br />collapsed mainly due to extremely high interest rates. <br /> <br />Ms. Wilma Kennel1, 1332 Purdue, said 32 apartments on this site was too dense. A second concern was <br />the possibility that each apartment might have two dogs, which could be very noisy. She also felt this <br />housing should be built for people with incomes smaller than those who could pay $2,000 a month rent. <br /> <br />EXECUTIVE SESSION <br /> <br />Mr. Lieherman moved that Council meet in closed session at 8:10 p.m. in Room 6 of City Hall to discuss <br />real estate and personnel matters. Mr. Ware seconded. The roll call vote was as follows: AYES: Coun- <br />cilmembers Ware, Munkel, Wagner, Lieberman, Schoomer, Thompson, and Mayor Adams. NAYS: <br />None. <br /> <br />ADJOURNMENT <br /> <br />Mayor Adams adjourned the meeting at 8:03 p.m. <br /> <br />Dolores A. Miller, City Clerk <br /> <br /> <br />
