RESOLUTION <br /> <br />WHEREAS, some goods are purchased out of state, customarily by big business and industry, <br /> <br />and <br /> <br /> WHEREAS, out of state purchases were subject to a local "use" tax in lieu of a sales tax until <br />a recent court decision struck down the local use tax law, and <br /> <br /> WHEREAS, the first $2,000 in purchases will continue to be exempt from use tax reporting, <br />resulting in lower taxes for most citizens, and <br /> <br /> WHEREAS, voters will consider enacting the county use tax on August 6, 1996, so that the <br />use tax will simply equal the countywide sales tax, and <br /> <br /> WHEREAS, the use tax is now lower on goods purchased out of state, encouraging business <br />and industry to buy industrial equipment, furniture, computers, and the like from out of state <br />companies, thereby hurting local merchants, and <br /> <br /> WHEREAS, University City would receive additional revenue of $1,040,618 from the use <br />tax because the City of University City contains few major shopping areas, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of University City encourages <br />citizens to review the benefits to local merchants if out of state businesses can no longer undercut <br />them, understanding that the local use tax will be paid primarily by commercial and industrial buyers, <br />if voters reenact the use tax on August 6, 1996, and <br /> <br /> BE IT FURTHER RESOLVED that the City of University City encourages citizens to fully <br />understand that the City imports substantial additional use tax from other highly commercialized <br />areas, if voters reenact the use tax on August 6, 1996. <br /> <br />ADOPTED this 29th day of July, 1996. <br /> <br />ATTEST: <br /> <br /> City Clerk <br /> <br /> <br />
