1. <br />Presentation on the H1N1 flu <br />Beth Kistner of Government Relations with BJC presented handouts to the City Clerk to <br />pass out to the Council. Dr. Scott Jones, Medical Director for BJC Corporate Health <br />Services, said they were present to offer their support to local municipalities, talk about the <br />flu pandemic and what organizations can be and should be doing to make their community <br />safe. <br />Ms. Ricci said she had heard that there has been 1,000 deaths attributed to the H1N1 flu <br />and heard that this is very serious. She asked for their sense of seriousness of this flu. Dr. <br />Jones said that we know people are dying of it right now and it is earlier than when the <br />seasonal flu usually hits. The flu is a variation of four strains that have never formed <br />together before. <br />Mr. Glickert asked for a contact number for the public to get information. Dr. Jones said flu <br />questions could call 314-497-8973. <br />Mr. Wagner said he heard that health care personnel are mandated to get the vaccine as a <br />condition of employment and asked if this were true. Dr. Jones said it is mandated but <br />presently they are waiting for a shipment of the vaccine. Mr. Wagner asked what the supply <br />prediction was. Dr. Jones said eventually there would be enough for everyone in the United <br />States but he does not know what the eventually meant. He said that they have found that <br />the virus is growing much slower in production, resulting in a delay. <br />Mr. Sharpe asked if the persons who died had not been inoculated. Dr. Jones said that was <br />correct. <br />2. <br />Ms. Feier talked about the refuse bill that went out in the past two weeks and had a number <br />of calls on it. She stated that around 60% of people pay in the first month when the bills <br />came out. Ms. Feier said that around 3,000 people received late notices and are receiving <br />for the first time the increase in late fee charges which the Council approved last year. It <br />went from $1.00 to $10.00, so residents did not pay much attention to it before with the <br />$1.00 late fee charge and paid late. Ms. Feier said if the Council is interested in a short <br />grace period following the due date, Council could incorporated it into the ordinance. <br />3. <br />Presentation from Senator Bond’s office concerning the Fire House Grant <br />The representative from Senator Bond’s office has been rescheduled. <br />4. <br />Continuation of discussion of FY 10 First Quarter Budget Amendment <br />CITIZEN COMMENTS <br />Rick Salamon, 6404 Cates <br />Mr. Salamon was dismayed at the City’s lack of focus but came to talk about positive items <br />discussed at the October 19 Council Study Session. The Loop parking was a good idea, <br />the City needs to implement the Fleet Study recommendations, the City needs to prioritize <br />City Services, and a review is needed for what appears to be top-heavy administration. He <br />stated that tax increases are not a viable option in the current economical and political <br />climate.
