<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: November 20, 2009 <br />Subject: Weekly Update <br />Mercury Associates, the consulting firm completing the fleet analysis, met with <br />Fleet <br />departmental fleet liaisons in August 2009 to discuss the purpose of the <br />Utilization Study <br />and provide handout information. The fleet liaisons created a list of <br />vehicles and equipment for removal from the fleet. A physical inventory was taken of all <br />available vehicles. Mercury conducted interviews with various fleet customers in <br />September 2009 to establish vehicle requirements for each department. The data was <br />combined into a draft report in October 2009, which is attached. As recommended in <br />the report, we have already moved forward with disposing more than 60 units of <br />vehicles and equipment through the successful on-line Surplus Auction with <br />purplewave.com. In addition to auction proceeds of over $148,000, it is estimated that <br />we will reduce our annual maintenance and repair costs for the eliminated units by <br />$30,000. This does not include the avoided year over year replacement cost. <br />However, we continue to face some challenges with eliminating low-use vehicles <br />citywide. Staff is working with the consultant to develop a process to eliminate low-use <br />or obsolete units and return the best value to the city. Mercury Associates is in the <br />process of preparing the final report. The final report will include information regarding <br />"rightsizing" the fleet and a 5-year fleet replacement plan.We anticipate that the final <br />report should be completed in December. After reviewing Council’s study session <br />schedule, the earliest we can bring the consultant in for a presentation would be the <br />February 1 budget study session. <br />overview of their five-city fire department study <br />ESCI Consultants provided an <br />Thursday night. The consultants provided a thorough assessment of University City, <br />Olivette, Clayton, Richmond Heights and Maplewood FIRE & EMS services. Because of the upgrade, the library’s automation system will <br />be unavailable in the library and online. The library will use this closed time to complete <br /> <br />
