MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />November 16, 2009 <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, November <br />16, 2009, was called to order by Mayor Joseph Adams at 5:30 p.m. The following <br />members of the Council were present: <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br />Ms. Lynn Ricci <br />Mr. Byron Price (arrived at 6:00 p.m.) <br />Mayor Joseph Adams <br />Also present were the City Manager Julie Feier and City Attorney John Mulligan. <br />The study session was to review Council last year’s Strategic Planning, Goals and <br />Objectives which were adopted spring of 2009. <br />The goals were grouped into five categories: <br />1. <br />Financial stability and long term vitality <br /> Identify options of service choices as to levels and types. <br /> Identify revenue generation options <br /> Educate Council and citizen on choices for the community <br /> Refocus philosophy of community to “pay as you go” <br />2. <br />Commercial and retail development <br /> Boundary expansion – Wellston/Pagedale <br /> Olive corridor development <br /> Olive and Delmar streetscape <br /> I 170 development <br /> Secure long term viability of the Loop <br />3. <br />Housing and development that strengthens neighborhoods and encourages growth <br /> Expand and redevelop housing within the community <br /> Approach needs to be sensitive to the varied neighborhood and housing needs <br /> Partner with School District to achieve viable district <br />4. <br />Streamline and strengthen Municipal Operations <br /> Improve efficiency and streamline City operations and functions <br /> Coordinate services and expenditures across all departments <br /> Expand customer services approaches in all municipal operations <br /> Expand infrastructure redevelopment and development <br />5. <br />Enhance elected official procedures to foster environment conducive to positive <br />visionary leadership <br /> Improve working operations and processes of City Council <br /> Improve working relationship with the City’s educational institutions <br /> Maintain a dynamic and current strategic plan <br />Mr. Crow asked about how the new health insurance company was working and Ms. Feier <br />reported that it has sixteen cities with the hope to add more each year. <br /> <br />
