Regular meeting <br />October 31, 2005 <br /> <br />Ms. Colquitt wanted to be sure that the kiosks carried the information for several weeks. <br /> <br />AGENDA ITEM # 6 – Liquor License, 887-889 Kingsland <br />Application for new restaurant at Kingsland and Vernon, “MiRanchito”. <br />City Council has unwritten policy of several months observations of new restaurants <br />before granting a license unless the management has had previous experience <br />handling liquor sales. This restaurant does have this experience. <br /> <br />Ms. Colquitt motioned to have observation period, even though they have experience. <br /> <br />Ms. Welsch seconded the motion to allow for discussion of the issue. <br /> <br />Discussion included how long the observation would be, which was six months for all <br />types of liquor but for beer and wine was a shorter period of time. Ms. Welsch asked <br />Councilmember Ms. Colquitt to reconsider her motion so that beer and wine could be <br />served immediately. Applicants could return to request a full liquor license in six <br />months. <br /> <br />Ms. Welsch motioned to amend the motion by Ms. Colquitt to allow sale of beer and <br />wine immediately and full liquor license after six months. Ms. Colquitt seconded the <br />motion and it was approved unanimously. The motion as amended was approved <br />unanimously. <br /> <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS: <br /> <br />Nancy Klepper, 6355 Washington <br />She would like to have the City Council have citizen participation and input in the <br />selection of a new City Manager. <br /> <br />Pat Forster, 7438 Stratford <br />She would like Council to consider temporary and limited production of two percent or <br />more of the taxes on citizens gas bills of December, January and February. Thought <br />that the tax now to be received will be a windfall to the City and a hardship on the <br />citizens. <br /> <br />Lela Fitch, 1404 Partridge <br />Ms. Fitch spoke as a representative for the Non-Uniform Pension increase. Through <br />statistics, she presented how the cost of increases in the multiplier that is used in <br />determining the pension benefit would affect the cost to the City. She also stated that <br />Municipalities of University City’s size were using the multiplier of two and University <br />City needs to bring its multiplier on par with the surrounding communities in order to <br />attract & keep good qualified employees. <br /> <br />Page 3 <br /> <br />
