Ms. Ricci thanked Dewey’s for their business. She asked who owned the property that is
requesting rezoning. Mr. Nations stated that it was owned by Dewey’s. Ms. Ricci asked Ms.
Riganti from Community Development if the Plan Commission had discussed having more
residential versus commercial. Ms. Riganti stated that they did discuss it and felt it was in the
best interest of this commercial area to recommend approval, as it squared off the commercial
area already present.

Mr. Wagner thought it was a great plan and nicely presented. He stated that Dewey has
always been very compliant to address any issue that has come up.

Mr. Crow stated the Plan Commission had asked Dewey’s to make an outreach to the
surrounding neighbors on lighting and appropriate fence height level.

Katherine Weigel, 546 Donne Ave.
Ms. Weigel lives directly behind the property up for rezoning. Her concerns were the buffered
lighting would also be around the lights by her property. Mr. Nations stated it was. Secondly
she said she was impressed by the landscaping and wanted to be sure the dumpster location
stays where it presently is by the restaurants. Thirdly she was wondering if her new fence
around her property would be replaced their fence or would it go along side it. Ms. Weigel
would also like to see a higher fence, seven or eight feet. She also wanted to know if cars
would be on the lot over night. Ms. Weigel also had concern over any sewer lateral damage
that may occur with its implementation.

Karen Busch, 543 North and South Rd.
Ms. Busch differed with Council that it is not a logical extension of the property. She stated that
she was one who pushed for the demolition of the rat infested homes. These homes were
originally purchased by a group of consultants that out-bid Kemp homes but then failed to get
the financing. Ms. Busch stated that Kemp Homes would have built two more town units like
hers and would have been built immediately. She is concerned about traffic, safety, noise and
burglaries. Ms. Busch stated that this is an approval with no conditions as noise, lighting,
limited hours of operation, dumpster placement, and cleanliness. They are really concerned
about the driveway location that is now placed right by their town homes.

Gil Cotllier, 545 North and South Rd.
Mr. Cotllier wanted to add that he and his wife were only notified last week of the rezoning.

Lisa Frumhoff, 852 Oakbrook
Ms. Frumhoff stated that before the economy turned there was a lot of interest for residential
building when the lots went up for sale. She was concerned if Deweys would go out of
business, what could be done with the two properties after they are rezoned? Ms. Frumhoff
was also concerned if the value of surrounding properties would be affected.

Citizen comments were closed at 7:10 p.m.

Ms. Ricci asked to confirm with Ms. Riganti that today they were only voting on the rezoning.
Ms. Riganti stated that this was correct. Mayor Adams noted that it was just being introduced
today and the final vote would not be until the next Council meeting.

H. CONSENT AGENDA
