<br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett was present to commend the Community Development Department, <br />Lehman Walker and Andrea Riganti for their implementation of the northeast corner of <br />University City. He was at the meeting of the Census Bureau and recommended to <br />them to use U City residents to compile the data they needed. He received the <br />partnering position with the Census Bureau and his association will receive $2009 to be <br />used to pool the census information together. He asked the Council to join forces with <br />him to be sure all of U City is counted. <br /> <br />Nova Felton, 8031 Noel Ct. <br />Ms. Felton asked if one of the proposed budget cuts from the Council prior study session <br />was to eliminate police patrol. Mayor Adams stated that was just a list of things to look <br />at when looking to reduce the budget but no decision was made about anything at the <br />meeting. She noted the Council continues to ignore the citizens’ requests to save <br />money by requiring the Fire Chief and the Assistant Fire Chief to reside in the City as <br />stipulated in the Charter. Ms. Felton asked why residency waivers were give to the Fire <br />Chief who lives in St. Peters and the Assistant Fire Chief who lives in Jefferson County. <br />She asked how that benefited the City and felt highly qualified persons would be glad to <br />live in University City to fill those positions. Ms. Felton asked if any of the Council <br />reviewed the Mutual Aide agreement with Ladue, Creve Coeur, and St. Louis City. She <br />asked how it benefited the City to provide both Chiefs with a vehicle to commute from <br />home to work. She noted that they could not respond in a timely manner if needed from <br />where they live. Any other resources needed could be provided from a neighboring city. <br />Ms. Felton estimated the cost of maintaining the vehicles at $22,000 yearly. She was <br />sure Ms. Watson was familiar with income tax law and employer payment of commuting <br />expenses is considered personal income. Ms. Felton hoped the City included in all City <br />employees’ income the value of the personal use of the cars including the City Manager. <br /> <br />Edward McCarthy, 7101 Princeton Ave <br />Mr. McCarthy asked the Council to revisit parking in the Loop and to go along with the <br />administration and pass it as it will take time to put in place. He talked about the <br />Recovery Zone Bonds for $787 billion that was passed by the current administration. <br />There are Build America Bonds that let municipalities issue taxable bonds so the <br />recipient would receive a taxable bond. Since the interest rate would be higher, the <br />Federal Government would turn around and supplement to the City the cost of the <br />interest. He encouraged the City to look into it as the deadline is March 10, 2010, for the <br />second round. Mr. McCarthy would like to see the City use it for a new transfer station. <br /> <br />Rod Jennings, 1306 Mt. Olive <br />Mr. Jennings asked to make Olive Blvd as good as the work completed on Delmar. He <br />asked for suggestions and expectations to give to him to bring to the joint task force with <br />Olivette, on the I 170 and Olive redevelopment. <br /> <br />Joan Botwinick, 511 Westview <br />Ms. Botwinick said she had a long time interest for home repairs for low income families. <br />She asked the Council to find savings to add to the home repair fund. <br /> <br />Lisa Frumhoff, 852 Oakbrook Lane <br />Ms. Frumhoff wanted to mention a couple of other items she forgot earlier. She <br />suggested issuing a special permit only for the present owner of Dewey’s, just to keep it <br /> <br /> <br />
