Council to go back and review this and when Council meets on January 4, 2010, come back <br />with a decision. He asked Ms. Feier to put it on the agenda. He said if anyone needs a <br />copy to get a hold of the City Manager or the City Clerk for a copy. Secondly he had <br />previously asked the City Manager to see if more property could be developed in the Roth <br />Grove neighborhood. He said the report from Ms. Feier stated that there are six different <br />categories of properties in conjunction with to the five properties we already have. It has <br />been itemized of various properties that have come up. Mr. Price’s suggestion to the <br />Council and he wanted it on the Agenda for January 4, 2010, that five properties at 6615 <br />Crest, 6628 Etzel, 6508 Bartmer, 6510 Bartmer and 6640 Chamberlain all of which are <br />under the jurisdiction of St. Louis County and can be purchased for about $10,500. His <br />recommendation is to get the St. Louis County properties first before pursuing private <br />property as the St. Louis County lots are cheaper to get. Thirdly asked Ms. Feier to bring <br />back Mr. Jennings suggestion of how the City can develop volunteer donations made on <br />trash bills to assist those in need of home improvement. He stated that Mr. Lehman gave <br />him a memorandum stating that there are 32 current citizens on the waiting list for home <br />improvement assistance. Mr. Price asked for it to be on the agenda of how the Council can <br />find more ways to have funding available for home improvement assistance. He stated that <br />if the City can spend a $100,000 for the audit, it should find a way to increase money to be <br />available for home improvement for those on limited income. Mr. Price said if the audit <br />shows where more money can be saved, it can be used to increase the funding for the <br />youth and home improvement programs for low income and if not, you can pack your bags <br />and go home. The fourth item he asked Ms. Feier to prepare for the, January 4, 2010 <br />meeting a component in the ordinance Normandy has in place concerning parent <br />responsibility law that dealt with the juvenile court and it somehow tied back into the school <br />district. Mr. Price asked that this be incorporated in University City’s ordinances and get that <br />information to the school district. The fifth item is on the recycle program itemized report <br />from, July 4, 2008 to the current date, on the City Manager’s weekly, outlining the money <br />she had for a citizen education program. Mr. Price asked Ms. Feier to have on the January <br />4, 2010 agenda the recommendations the Director of Public Works would have on educating <br />residents on the recycling program for the Council could vote on. He stated that to keep the <br />trash bill from skyrocketing, the tonnage taken to the landfill needs to be reduced. Lastly he <br />asked Ms. Feier about extending Cunningham Park. He stated that St. Louis County is <br />interested in this and asked Ms. Feier to have the City staff get hold of St. Louis County to <br />see exactly what they are talking about. Mr. Price said St. Louis County is willing to <br />coordinate the project also with the other surrounding communities of Pagedale and <br />Wellston. Mr. Priced asked that the Second Century Committee that was formed four years <br />ago to be asked to be reconvened at the next Council meeting and to provide Council with <br />the recommendations that committee came up with then. Lastly he wanted to address Ms. <br />Felton’s request to have the Fire Chief reside in University City and not be provided with a <br />car for commuting. He asked the Mayor if it was a Council policy issue whether we pay <br />mileage or not. Mayor said it was not. Mayor Adams stated the Council has granted in the <br />past exemptions for a variety of reasons for living in the City. Mr. Price asked that this <br />mileage issue and exemption issue that Council be given some information on it and bring it <br />forth at the next Council meeting to see if Council would want to change it. <br />Mr. Wagner stated that he polled thousands of U City residents on their approval of having <br />the State Audit. The question was sent to thousands of residents state “Do you favor a <br />mandated State Audit of U City Finances by the Missouri officials, at the city’s expense?” <br />The tabulated results showed 55.4% said Yes, 17.6% said No, and 27.0% were Undecided. <br />He is in support of the public audit and more so since learning that the scope will be <br />expanded beyond just financial procedures and records. He believes there are other <br />managerial practices and events that should be scrutinized. Mr. Wagner quoted a comment <br /> <br />
