Paulette Carr, 7901 Gannon Ave <br />Ms. Carr thanked Council for the proclamation. She stated that she had found Mr. Walker to <br />be an extremely professional with a department that was run very smoothly as an example <br />to every department in University City. Ms. Carr had hoped that the Council did a very <br />thorough search for his replacement and wishes Mr. Walker the best in Evanston. <br />Mr. Sharpe stated he was unhappy about Mr. Walker’s leaving. Mr. Sharpe wanted to make <br />it clear that the Council does not do any of the hiring or firing for the City. <br />J. UNFINISHED BUSINESS <br />BILLS <br />1. <br />BILL 9052 - An ordinance amending Chapter 34 of the Municipal Code of the City of <br />University City, Missouri, relating to zoning districts established pursuant to section 34- <br />22 thereof, and enacting in lieu thereof a new official zoning map, thereby amending said <br />map so as to change the classification of properties located within the city limits of <br />University City at 547 North and South Road and 551 North and South Road from "LR" – <br />limited residential district, to "LC" – limited commercial; containing a savings clause and <br />providing a penalty <br />Mr. Wagner moved to approve Bill 9052 and was seconded by Mr. Sharpe, Jr. <br />Roll Call Vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Wagner, Mr. Crow, Mr. Glickert, Mr. Sharpe, Jr., and <br />Mayor Adams <br />NAYS: none <br />Bill 9052 became Ordinance 6797 <br />2. <br />An ordinance designating a portion of the City of University City, Missouri, as <br />BILL 9053 - <br />a redevelopment area; approving the Kingsland Walk Redevelopment Plan & Project; <br />making findings relating thereto; approving the RPA-1 redevelopment project described <br />in the Redevelopment Plan and adopting Tax Increment Financing with respect RPA-1; <br />and authorizing certain actions by city officials <br />Mr. Glickert moved to approve Bill 9052 and was seconded by Mr. Wagner. <br />Ms. Ricci stated that she had just learned that an agreement with Kingsland Walk had <br />previously been signed in March 2009, without Council knowledge, and asked Ms. Feier <br />to verify the contract. <br />Karen Bush 543 North & South had filled out a request and a neighbor spoke out in the <br />audience to express their displeasure of not being called at the appropriate time to <br />discuss their displeasure with Bill 9052. Ms. Bush began by stating the residents around <br />this development were not notified of the Plan Commission meeting. She stated the <br />proposal stated that there will be appropriate buffering with the adjacent residents and <br />she was there to say it was not happening. The residents were asking for a stone or <br />brick wall to be built between Dewey’s parking lot and the residents to ensure their <br />safety. <br />Mayor Adams stated that the bill just passed does not approve the design. He told Ms. <br />Bush that their concerns and requests should be brought up in the future design <br />meetings yet to take place.
