<br /> <br /> <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br /> <br />MARCH 06, 2006 <br /> <br />At a Regular Meeting of the City Council of University City held in the auditorium of the <br />City Library on Monday, March 06, 2006, Mayor Joseph Adams called the meeting to <br />order at 6:35 p.m. In addition to Mayor Adams, the following Councilmembers were <br />present: <br /> Ms. Cassandra Colquitt <br /> Ms. Francine Brungardt <br /> Ms. Stefany Brot <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Robert Wagner <br /> <br />Also present was the City Manager, Mr. Frank Ollendorff. <br /> <br />MINUTES: <br />Mr. Sharpe, Jr. motioned to accept the Regular meeting minutes of January 30, 2006 as <br />amended. It was seconded by Ms. Brot. The motion carried unanimously. <br /> <br />Ms. Brot motioned to accept the Special Emergency meeting minutes of February 17, <br />2006, as amended. The motion was seconded by Mr. Sharpe, Jr. Mr. Ollendorff stated <br />that he felt the minutes were not accurate. Mr. Sharpe, Jr. removed his second to the <br />motion but motion was seconded again by Mr. Wagner. <br /> <br />Mayor Adams questioned the legality of the meeting. <br /> <br />“Sunshine Law” 2004 Missouri states under Meeting Notices 610.020 “If exceptional <br />circumstances prevent the public body from posting notice 24 hours in advance or <br />prevent the meeting from being held at a convenient time or in a place reasonably <br />accessible to the public, the reasons should be stated in the meeting’s minutes.” <br /> <br />Ms. Brot stated that she took the minutes and had distributed them to Councilmembers <br />present at the meeting, to Mr. Ollendorff, and to Mr. Mulligan. A few changes were <br />made to the minutes upon requests and then given to City Clerk to record. <br /> <br />Ms. Brungardt stated that the only Councilmembers that are to vote on these minutes <br />th <br />would only be the Councilmembers that were in attendance of the February 17 <br />meeting. Mayor Adams took objection to this, stating that all Councilmember are <br />required to vote. <br /> <br />“The Charter of the City of University City, Missouri” Article I. Incorporation; Form of <br />Government; Powers; Wards, Section 9. Rules of order; journal; quorum, etc. states <br /> <br />
